- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice, and using the procedures of FAR 13.106-2 for simplified acquisitions. All responsible sources may submit an offer that shall be considered by this agency. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Statement of Work (SOW) and all associated attachments for this acquisition can be obtained by written request to US Army CECOM, Acquisition Center, Computer Systems Base Support, ATTN: AMSEL-AC-CC-RT-V (Lockwood), Bldg 1208E, Fort Monmouth, NJ 07703-5008 or email Carol.Lockwood@MAIL1.MONMOUTH.ARMY.MIL. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-1. This Request for Proposals (RFP), simplified acquisition, is a 100% Small Business Set Aside. A pre-bidders' conference, which will include a site visit, will be held on June 7, 2001 at 9:00 AM EST. It will be held at the Systems Management Center, Building 283, Squier Hall, Fort Monmouth, New Jersey. The conference is being held to clarify the requirements in the solicitation, and to answer potential bidders' questions. Potential bidders may take whatever measurements are needed to provide the structures required by the SOW. All potential bidders are required to attend. TWO COPIES OF THE PROPOSAL MUST BE SUBMITTED IN HARD COPY TO THE FOLLOWING ADDRESS NO LATER THAN 3:00 PM EST, 27 JUNE 2001: US ARMY CECOM, Acquisition Center, ATTN: Bid Room, Fort Monmouth, NJ 07703-5008, Solicitation Number DAAB08-01-R-0003 (Carol Lockwood). The period for acceptance of the offer by the Government shall be a minimum of 60 days. If circumstances permit, the Government reserves the right to award without discussions. Therefore, the offeror's initial proposal should contain the offeror's best terms, including technical factors and price. Award of a Firm-Fixed Price (FFP) contract is anticipated as the result of this solicitation. The US Army CECOM intends to procure the following item: Display structures for the lobby of Squier Hall for the U.S. Army Communications-Electronics Command (CECOM) Systems Management Center (CECOM SMC). The Government will periodically hang or attach different display material on these structures. The contractor shall provide commercial off the shelf, modular display structures with, possibly, modifications for the display areas in the Squier Hall lobby. Commercial off-the-shelf (COTS) units, such as those typically used at trade shows, may be acceptable. The structures shall be freestanding unless it is necessary to affix portions of the structure to satisfy safety requirements or concerns. The directories on either side of the stairs and the Electronic Bulletin Board shall be mounted on the walls. The contractor shall provide a modern, comprehensive, simple design. The design must compliment the CECOM mandated color scheme of sea foam green and must compliment the colors of the design elements in the lobby, including but not limited to, the terrazzo floors. The contractor may provide more than one design or options for elements or areas of the lobby. The contractor shall include, as a minimum, the following items in its proposal and offer. A detailed, drawn-to-scale floor plan of the entire lobby including the contractor's proposed display structures. Artist's conception/rendering of a three dimensional view of display structures contractor proposes for each of Area A, Area B, Area C, Area D, Area E, Areas C, D & E together, Area F, Area G, and at least two views of entire lobby. Elevation views of display structures contractor proposes for each of Area A, Area B, Areas C, D & E together, Area F, and Area G. The offeror shall submit total prices to include detailed breakdowns for each Area. These prices will be evaluated based on the best value to the government, all other factors considered. The offeror shall submit as part of their proposal a Maintenance Plan, which details the maintenance requirements for the structures. The following Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) provisions and clauses apply (and should be carefully reviewed) FAR 52.212-1 "Instructions to Offerors Commercial Items (Jun 1997)'. FAR 52.212-2 Evaluation-Commercial Items (Oct 1995). Paragraph "a" insert reads "The award to be made will be based on the best overall proposal that is determined to be the most beneficial to the Government, with appropriate consideration given to the three evaluation factors: Technical, Price and Maintainability. Technical is more important than price and maintainability combined, and is twice as important as price. Price is three times as important as maintainability. Design, integration, and ease of assembly are subfactors of technical. Design is more important than integration, and ease of assembly/disassembly combined. Design is twice as important as integration. Integration is three times as important as ease of assembly and disassembly. Offerors are cautioned that an award may not necessarily be made to the lowest price offered. The three factors, technical, price and maintainability are listed in relative order of importance and will be evaluated against the following criteria: A. Technical: The proposal will be evaluated based on the following three subfactors, listed in relative order of importance. 1. Design: The proposals will be evaluated based how well the design meets the requirements set forth in SOW paragraphs 3.1, Design Theme and 3.2 Design Environment. 2. Integration: The proposal will be evaluated on its ability to be integrated with the design environment IAW the requirements set forth n the SOW paragraph 3.2.1 through 3.2.5. 3. Ease of Assembly/disassembly: The proposal will be evaluated on the ease with which the structures can be assembled and disassembled IAW the requirements set forth in the SOW paragraph 3.3. B. Price: The price proposal will be evaluated based on the best value to the government, all other factors considered. C. Maintainability: The proposal will be evaluated on whether the structures are easily and inexpensively maintainable IAW with the requirements set forth in SOW paragraph 3.4.. FAR 52.212-3 "Offers shall include a completed copy of this provision.
