- AMENDMENT OF SUBMISSION No. 50M570 dated 18 May 01 TACOM is issuing a Firm Fixed Price Request for Proposal (RFP) to charter a High Speed Vessel for a base lease period of 12 months, with four (4) additional three (3) month options in which the Government may extend the Charter period by the length of that option. The Vesel will conduct a series of limited objective experiments, exercises, demonstrations, and training events. The High Speed Vessel will have to have a minimum speed of 35 knots with a cargo of 335 ST for a 1,110 nautical mile range in sea state 3 and 35 knots with a cargo of 545 ST for a 600 nautical mile range in sea state 3. The High Speed Vessel is required to launch and recover small boats. The High Speed Vessel must have a ramp with a 35 ST capacity for cargo on-load and off-load. The High Speed Vessel shall have a maximum overall length of no more than 400 feet, and when fully loaded (as noted above), and have a draft of no more than 15 feet. The High Speed Vessel must also have permanent berthing for 40 personnel. The High Speed Vessel has other required capabilities identified in the RFP that be incorporated into the vessel prior to delivery to the Government. The Government plans on making additional limited changes to the Vessel, as testing requires. Military personnel will crew the High Speed Vessel after its delivery to the Government. The Charter will also require that two (2) additional Technical Representatives experienced in High Speed Vessel operations and type related for High Speed Vessel operations. One shall have a Master's license and one must hold a Chief Engineer's license from the U.S. Coast Guard or an equivalent licensing body. The owner of the vessel will provide approved deck officer "Type Rating" and engineer officer "Type Rating" training for up to fourteen (14) deck personnel and fourteen (14) engineering personnel.
