- Description
- The National Guard Bureau proposes to procure services for the repair and renovation of the Air National Guard Readiness Center (ANGRC), Andrews Air Force Base, Maryland. The ANGRC is a 103,000 square foot office complex used for the day-to-day management of the Air National Guard (ANG). The scope of work shall consist of providing of 20,000 square feet of temporary office facilities for use during construction. The repair of the ANGRC shall consist of selective demolition of interior finishes and building systems; providing new architectural entrance and building mechanical equipment room; providing new heating, ventilating, air conditioning and ice storage systems; providing new electrical, lighting, control and telecommunication systems and providing new interior and exterior finish systems, site work, utility work and incidental related work. The approximate square footage to be repaired is 103,000 square feet. Estimated performance period is 80 days for the installation of temporary facilities and 370 days for repair of the building, a total of approximately 450 days. The estimated magnitude of the project is $5,000,000 to $10,000,000. Contemplated is the award of one Firm Fixed Price contract from this solicitation. The contract may contain funded and/or unfunded optional work. Streamlined source selection procedures will be utilized and evaluation factors for award will include, in order of importance, Technical/Management Capability, Past Performance and Price. Award of the contract will be to the offeror whose proposal represents the best value to the ANG. Offerors will be required, as part of their proposal, to submit a Dun and Bradstreet Information Report. Dun & Bradstreet may be reached at www.dnb.com or by telephone at 1-800-234-3867. The proposed procurement is Unrestricted, open to both large and small business. In accordance with the FAR 52.219-9, Small Business Subcontracting Plans will be required prior to award of a contract to a large business. The National Guard Bureau's goals require that a minimum of 75.6% of the total planned subcontract dollars be placed with small business concerns, of which at least 8.9% must be placed with small disadvantaged business concerns and at least 3% with women-owned business concerns. Small, small disadvantaged, and women-owned firms are strongly encouraged to participate as prime contractors or as team subcontractors. If award is made to a large business, the successful firm will be expected to place subcontracts to the maximum extent possible with small, SDB and WOB as part of their original submitted teams. The NAICS Code is 233320. The Small Business Size Standard is $27.5M. Award of this contract must be made by 30 Sep 01, therefore, to achieve the target award date the procurement schedule will be accelerated. A Preproposal Conference and Site Visit will be held on or about 21 June 2001 at Andrews Air Force Base Maryland. The exact date, time and conference site shall be indicated in the solicitation. Prospective offerors are asked to review the solicitation and submit written questions prior to the Preproposal Conference. Proposals are due by 5 PM (Eastern Time) on 17 July 2001.
