Description
This request for quotations (RFQ), Solicitation #NAMA-01-Q-0013, = is to purchase accumulation of Secure Document Disposal Wastepaper = generated by The National Archives and Records Administration,Rocky = Mountain Region(NARA-NRG),Denver Federal Records Center located at = Building 48, Post Office Box 25307, Denver, CO 80225 and the Annex = located at 897 Tabor Street, Golden, CO 80401. Offerors must furnish = all labor, materials, supplies, and equipment to perform wastepaper = disposal services for one (1) year from date of award (or upon notice = of award) with two (2) one-year options. At the option of the = Government, with the consent of the contractor, the contract may be = extended on a month-to-month basis not to exceed 6 months at the = completion of the one-year periods. The applicable NAICS code is = 322299. To be considered for award, the offeror must be regularly = engaged in the wastepaper removal and/or paper recycling business or if = newly entering the field, evidence must be furnished that shows all = necessary prior arrangements (written commitments) for supplies, = equipment, and personnel have been made. The offerors facilities, = equipment, financial responsibility and record of performance, = including those of contemplated subcontractors, will be subject to = pre-award inspection. The offeror may be rejected if it is determined = that the offeror fails to meet the minimum standards for responsible = prospective contractors contained in 48 CFR 1-9 104-1 and/or fails to = provide the information requested to establish the contractors level of = performance. Quotes will be evaluated for: (1) Past experience = processing wastepaper resulting in large volumes from a singe source = and multiple sources. Cite volume figures and time usually taken to = process. (2) Past experience processing large weekly volumes of = wastepaper in terms of ability to process in a timely manner. Compare = your ability to process against a possible NARA-NRG requirement of an = estimated 72,000 cubic feet of Secure Document Disposal Wastepaper or = up to 5 semi-trailer loads every week in a 12-week period. (3) Cite = general past experience and provide name and address of a minimum of = two government agencies or two private sector accounts that reflect the = conditions, including capacity, as stated in this RFQ, under recent = and/or existing contract operations. (4) Describe your security plan to = include how you will pick-up, transport, and store the trailers pending = destruction of the records at your facility or that of a subcontractor. = Cite the number of trailers that can be stored securely at your = facility. (5) Describe your security plan to include how you will = unload and provide for security once the records are within the = facility. (6) Describe and define the destruction method and witness = procedure to be employed. If more than one method may be available, = provide details for each one being offered.
