Naval Inventory Control Point (NAVICP) Mechanicsburg and Philadelphia have completed streamlined cost comparisons in accordance with OMB Circular A-76 for their Publications Management and Contract Administration functions. As a result of these studies, performance for this function shall remain in-house. The appeal period begins 25 May 2001 and is for 20 calendar days.
