Description
The U.S. Agency for International Development, has over 20 years of experience in Natural Resource Management. Considerable analytical effort has been spent on case studies to outline lessons learned in a localized context. At the same time, USAID has instituted a strategic planning approach to development, assigning country-level goals linked to strategic objectives that are derived by development hypotheses. The challenges to USAID is three-fold. First, the strategic planning process of the Agency, as well as many of its partners, tends to focus on achieving a consensus on objectives among various priorities which are held by groups and individuals rather and in the absence of an objective review of key issues and the complex relationships among them. Second, in order to achieve the heuristic model necessary to drive this analytical process, and approach that combines expert knowledge with the characterization of the disparate lessons learned through case studies, evaluations and ad hoc studies is needed. Finally, field personnel require training in the use of such approaches and tools and the tools themselves must be usable given the time, resource, and technological constraints present at the field level.
