Description
Annual requirement for the removal and disposal of greywater from shipboard contaminated holding tanks (CHT) of Naval vessels at ports in Washington State. Contractor shall provide all labor, material, equipment and transportation. Equipment required shall consist of, but not be limited to, the following: couplings and fittings, sewage disposal tanks (double-walled) in various sizes, sewage disposal trucks, 2-1/2 inch non-collapsible hose with camlock fitting, 4 inch non-collapsible hose with camlock fittings, and non-collapsible hoses in various other sizes. Sewage disposal tanks must be placed on the pier prior to the arrival of vessels to be serviced. Contractor shall provide these services within 24 hours after issuance of orders, and must provide a 24-hour emergency telephone point of contact. Contractor must comply with federal, state and local laws, regulations and rules, including applicable port authorities, especially relative to weight restrictions. The base period performance shall be from 26 July 2001 through 25 July 2002. Two 1-year option periods will also be evaluated and may be unilaterally exercised by the Government. This is a 100% small business set-aside. The size standard is $10 million for NAICS 562119. The Government anticipates award of a single firm fixed-price contract with a time-and-materials provision under procedures for commercial services (FAR Part 12) using simplified acquisition procedures (FAR 13.5). Note 1 and 26 applies. Prospective offerors not CCR-registered should immediately begin the registration process. The Government will distribute no hard-copy solicitation or amendments. The Government will not mail, fax, or e-mail the solicitation or any amendment thereto. Subsequent amendments, if any, will be transmitted ONLY via the NECO web site. Prospective offerors are responsible for checking the NECO web site early and periodically for any solicitation amendments. Prospective offerors should not expect notification that an amendment has been issued. The NECO web site is occasionally inaccessible due to maintenance. The Government is not responsible for any loss of Internet connectivity or for an offeror's inability to access the document posted on the referenced web site.
