- This is a combined synopsis/solicitation for commercial items = prepared in accordance with the format in FAR Subpart 12.6, as = supplemented with additional information included in this notice. This = announcement constitutes the only solicitation; a quotation is being = requested and a written solicitation will not be issued. Reference = Number: F1SVRO11430500 is hereby issued as a Request for Quotation. = This solicitation is 100% set-aside for Small Business and is = advertised under the North American Industry Classification System = (NAICS) 421910. The contractor shall provide and install all necessary = material and equipment to fulfill the following requirement in = accordance with commercially acceptable industry standards to include = type of equipment and installation, state standards or any other = regulatory standards required for this type of equipment and = installation: SKATE PARK, Outdoor, designed for beginner, intermediate = and advanced skating levels. For use by skateboards, inline skates, = and BMX bikes. Skate Park shall be built/installed on an existing dual = tennis court pad site 120?x 120? 3? thick asphalt. As a minimum the = following obstacles shall be included: (1) Two free-standing grind = rails. (2) One 1? Manual Box (3) One 2? Fun Box (4) One 2? Fun Box = with wedge, quarter pipe with raked planter and filled corners (5) One = 5? Tall Radiused Wedge with 42? Kicker (6) Two 4? Tall x 8? Wide = Quarter Pipes (7) One 6? Tall x 8? Wide Quarter Pipe (8) One 3? Fun = Box with Double Raked and Flat Planter (9) One 4? Tall Radiused Bank = (10) One 4? Tall x 18? Wide Mini Ramp with Floor. All obstacles shall = be steel framed coated with rustproof powder or equivalent treatment. = All equipment shall be positively fastened to the 3? asphalt slab. All = ramps shall have return handrails where applicable and required by = industry standard. Final surface layer must be Skatelite Pro or = equivalent. Offerors shall provide a Full Warranty for at least one = year from date of purchase. The manufacturer, part number and = specifications shall be included with your quote with sufficient = information (i.e. product literature, product samples, technical = features and warranty provisions) to evaluate compliance with the = requirements of the solicitation. Required delivery shall be on or = before 14 days after receipt of award. Place of delivery and = installation shall be at the Family Park, Hurlburt Field FL. The = following clauses and provisions are incorporated either by reference = or full text and are to remain in full force in any resultant purchase = order; FAR 52.212-1, Instructions to Offerors?Commercial Items (Oct = 2000). It applies to this acquisition and is amended to read: FAR = clauses and provisions can be located via the Internet at: = http://farsite.hill.af.mil. Submit signed and dated quotations on = company letterhead or quotation form. =20 A drawing of proposed layout must be provided with the quotations. The = drawing shall clearly indicate compliance with minimum equipment = requirements and must demonstrate proper layout in accordance with = commercially acceptable practices, standards, and meet all requirements = of this solicitation. Offers shall be evaluated in accordance with FAR = 52.212-2, Evaluation ?Commercial Items, which is incorporated into this = Request for Quote, with addendum to paragraph (a) as follows: The = following factors shall be used to evaluate offers: (i) Technical = Capability (Drawing, Literature, Samples, Warranty, Technical Features) = of the item(s) offered to meet the Government requirements and must be = in accordance with acceptable commercial industry standards, = regulations and rules regarding equipment and installation; (ii) Past = Performance; and (iii) Price. Technical and past performance, when = combined, is slightly more important than price. The Government will = make award to the responsible offeror whose offer conforms to the = solicitation and is the greatest value to the Government, considering = the technical capability, past performance, and price. When technical = capability and past performance are combined and are evaluated = essentially equal among offerors, price may be the deciding factor. = The Government reserves the right to make award without discussions. = Offerors shall submit two (2) past performance references that are the = most current work completed and relevant to this solicitation and type = of work and scope. Each reference shall include a company name, = address, point of contact, and commercial and fax numbers, contract = number and value of total project. Each offeror shall include a = completed copy of the provisions at FAR Clause 52.212-3, Offeror = Representations and Certifications?Commercial Items (May 2001), with = the quotation.
