Description
The Office on Women's Health (OWH) through the Program Support Center, Division Acquisition Management intends to award a twelve (12) months Simplified Acquisition' for Professional Services. The contractor shall provide professional services in collaborating with a minority health organization to develop and implement a model mentorship program to deliver enhanced HIV/AIDS/AIDS secondary prevention services to minority women in an urban environment. The Contractor shall accomplish the results in two (2) phases as follows: PHASE 1: 1. Contractor shall develop the process for a mentorship relationship and collaborative partnership (required attendance at OWH project initiation meeting to meet and mutually select a minority health organization to partner with): a. criteria for selection based on CBO needs (capacity building in the areas of program development/expansion, grantsmanship and resource development, administrative/infrastructural support), projected gaps in services for target population, and minority health organization's menu of specialized services 2. Identify persistent gaps in HIV/AIDS secondary prevention services for minority women minority women located in an urban environment. 3. Distinguish specific challenges of addressing persistent gaps in HIV/AIDS secondary prevention services for minority women living in an urban environment. 4. Establish effective collaborative partnerships (using MOU/MOA) with community service providers to increase opportunities for HIV/AIDS secondary prevention service linkage and access 5. Develop a plan to address persistent gaps, such as increasing HIV/AIDS secondary prevention service delivery in an urban environment with specific capacity building in the areas program development/expansion, and/or grantsmanship and resource development, and/or administrative/infrastructural support, and/or establishing collaborative partnerships to increase opportunities for HIV/AIDS service linkage and access. PHASE 2: 1. Implement model mentorship program of enhanced HIV/AIDS secondary prevention services for 15 minority women living in an urban environment. 2 Evaluate the process and outcomes of the model mentorship program of enhanced HIV/AIDS secondary prevention services to minority women living in an urban environment. 3. Final report to OWH and disseminate to 25 venues, including DHHS Offices on Women's Health, urban providers of HIV/AIDS services to minority women, and community-based providers of HIV/AIDS services to minority women.
