Description
NASA/MSFC plans to issue a Request for Quotation (RFQ) for items as listed below: ITEM 1: FABRICATION OF 2D TO 3D T-FORMED PREFORMS (6 BARS AT 1.0 INCHES BY 8.0 INCHES BY 1.0 INCHES). 3D WEAVES ARE TO BE 0.25" THICK. THE 6 BARS WILL BE CONSTRUCTED OF 2D LAY-UP APPROXIMATELY 0.75 INCHES THICK T-FORMED TO 3D ANGLE INTERLOCK WEAVE OF 3K T-300 WITH WARP WEAVERS AT APPROXIMATELY 45 DEGREES, AND THE YARNS SPLIT APPROXIMATELY 33% IN THE WARP WEAVER, WARP STUFFER, AND FILL DIRECTIONS. THERE IS TO BE AT LEAST TWO DIFFERENT T-FORM DENSITIES AND TWO DIFFERENT T-FROM ANGLES._2D FIBER VOLUME FRACTION IS TO BE BETWEEN 38%-45%. 2D, PLAIN WEAVE, [0/90] ARCHITECTURE IS TO BE T300 CARBON FIBER WITH A 1K TOW. PERIOD OF PERFORMANCE FOR PREFORMING IS 10 WEEKS. PROVIDE PICTURES. QUANITY: 1 EACH. ITEM 2: APPLICATION OF A PYROCARBON INTERFACE AND DENSIFICATION WITH SILICON CARBIDE, THUS FORMING A C/SIC CMC._ DENSIFY USING ISOTHERMAL CHEMICAL VAPOR INFILTRATION. 2D ICVI PROCESSED C/SIC MUST HAVE PUBLISHED ROOM TEMPERATURE PROPERTY VALUES OF: AVERAGE TENSILE STRENGTH OF 60KSI OR GREATER, AVERAGE TENSILE STRAIN AT MAXIMUM STRESS OF 0.8% OR GREATER, AND A NONLINEAR STRESS-STRAIN CURVE. PERIOD OF PERFORMANCE IS 14 WEEKS. QUANTITY: 1 EACH. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Honeywell Advanced Composites, Inc., 400 Bellevue Road, Newark, DE 19713. This recommendation is made pursuant to FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 30, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
