Description
The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), and its Federal and state partners require the services of a vessel and crew, plus equipment, provisions, water, and fuel to support a mission to conduct a land-based GPS ground survey, gather water-based benthic habitat characterization information, and gather shallow water bathymetric data in the Northwestern Hawaiian Islands, Pacific Ocean. These operations which support the development of accurate positional information, also support the development of accurate, detailed maps of the shallow-water benthic habitats of the Northwestern Hawaiian Islands. The vessel charter shall transport a research team of 14 to 15 people (both genders) from Midway in the Northwestern Hawaiian Islands to Kure Atoll, Pearl Hermes, Lisianski, Laysan, Maro Reef, Gardiner Pinnacles, French Frigate Shoals, Necker, Nihoa, and Kaula, staying at each island for approximately 2 days. The contractor shall provide food and sleeping accomodations for the research team. The vessel shall be a minimum of 90 feet and shall not exceed 150 feet, and shall be capable of maintaining a transit speed within the range of 8.0 to 11.5 knots and endurance of not less than 21 days. The mission shall be accomplished in two 18-19 day missions; one starting at Midway and working southeast toward Honolulu, HI, changing research team members. The second working northwest toward and returning to Midway. The vessel charter shall depart Midway on or about August 5, 2001 and return on or about September 13, 2001. Schedule dates are approximate and may vary slightly depending on project needs and speed of the vessel. The vessel shall provide divers, fuel, two rigid-hull, inflatable zodiac-type boats, and one Boston Whaler for use by the research team during daylight hours at each island. Vessel transit between locations shall be performed at night whenever possible. This is a small business set-aside. All responsible small businesses may submit an offer that will be considered by the agency. The Government is using policies contained in FAR Part 12, Acquisition of Commercial Items.
