- Description
- The Clinical Center (CC) is the on-site hospital for the National Institutes of Health (NIH). The CC facility is comprised of more than three million square feet of laboratory,clinical and administrative space. In approximately 2 1/2 years, the inpatient space will move to a new facility currently under construction. The Housekeeping and Fabric Care Department of the CC reqiores a vendor to provide preventative maintenance and emergency repair services for the estimated quantities of Government-owned cleaning equipment listed below. All services are to be done only at the CC in Bethesda, Maryland between the hours of 7:30 a.m. to 4:30 p.m Monday thru Friday.Response to emergency maintenance repair calls is required within 24 hrs. after notification from the Government.Preventative maintenance is to be done on equipment in accordance with the manufacturer's recommendations and is to be scheduled in advance. The vendor is required to provide all necessary spare parts for the maintenance/repair of the equipment. The estimated number of pieces of equipment is currently 124, however, over the term of this order, the quantities of equipment to be maintained are expected to vary within a + or a -15 to 20% range due to trade-ins on older equipment and new equipment to be purchased. This is a commercial acquisition and the simplified acquisition procedures set forth in Federal Acquisition Regulations (FAR) Parts 12 & 13 shall be used. The following categories and estimated quantities of cleaning equipment will require maintenance:Buffers-Est. Quantity-27 ( Mfrs-Pacific, Kent, Ultra Advan, etc); Burnishers-Est. Qty-10-Mfrs-Kent, others; Carpet extractors-Est. Qty-3-Mfrs-unknown; Chargers-Est. Qty-14, Mfrs-Mac, Lestonic II; Micro Stat Vacum-Est. Qty 1-Mfr-Kent; Polisher-Est. Qty-2, Mfr-Minute Man and Noble; Scrubber-Est. Qty-6, Mfrs-Comoc, Noble, Concorde 1 and others unknown; Steam Cleaner-Est. Qty-1, Mfr-unknown; Sweeper vacuum-Est. Qty-1, Mfr-Noble; Portable vacuum cleaner-Est. Qty-1, Mfr-unknown; Vacums-Est. Qty-47, Mfr-Kent, Winsdor and others unknown; Wet-dry vacuums/washer-Est. Qty-6, Mfrs-Titan and others unknown; Windsor extractor-Est qty-5, Mfrs-Titan and others unknown. This notice constitutes the only solicitation, therefore a written request for quotation will not be issued. This procurement is 100% set aside for small business(see Numbered Note 1). The applicable NAICS code(formerly SIC code is 713940 and the associated small business size is $5 million dollars. The Request for Quotation(RFQ) Number is CC-01-11. Award shall be made on the basis of a company's technical capabilities, past performance and proposed pricing, including labor rates as applicable. Award shall be made to the vendor demonstrating the required capabilities to provide the service,including a satisfactory record of past performance and offering the lowest overall pricing to the Government The Government reserves the right to make award to the vendor whose quotation represents the best value for the Government. Vendors shall submit a statement describing their technical capabilities, e.g., corporate experience in providing the required services in accordance with the manufacturer's written standards, a complete description of the maintenance services, including preventative maintenance,verification of having access to adequate supplies of spare parts to provide full maintenance services, a description of what additional services beyond manufacturer's recommendations would be provided as part of preventative maintnenace, proposed turn around times for emergency services, etc. Also, vendors shall include in their response at least 3 past performance references(other than NIH CC) where they have done similar services.The anticipated period of performance is July 1-Sept 30, 2001 with four successive 12 month option periods which may be exercised at the Govt's discretion in accordance with the FAR. All interested vendors are requested to submit a written quotation that will be considered by the agency.Quotations may be submitted on an SF 1449 or company letterhead and should include the RFQ number, the proposed unit pricing for all services/supplies, extended pricing, any prompt payment discount terms, company name, point of contact, address, phone no., fax number tax ID, DUNS number and size status (i.e. small business, disadvantaged business, woman-owned busines, etc).
