Description

Reference CBD announcements posted in CBDNet on May 3 and 4, 2001 and published in Commerce Business Daily Issues May 7 and 8, 2001, Request for Information-Industry Day Conference- GCSS-AF Analysis of Alternatives. This amendment cancels referenced announcements and provides clarification of original intent. The original request for information (RFI) was intended to support the development of an Analysis of Alternatives Document (AoA) for the GCSS-AF program that has been requested by OSD in compliance with DoD 5000. The AoA is being developed to update the analysis that had been conducted during the early days of the GCSS-AF program. However, in view of the potential cost to industry of responding to the information request, it has been determined that existing sources of information supplemented by short interviews with interested industry participants would be used to support the AoA. The RFI was not motivated by or intended to imply that the Air Force is considering terminating the current GCSS-AF contract. On the contrary, the Air Force will evaluate the current acquisition strategy against other possible alternative strategies (cited in the RFI), prior to moving beyond the current prototype GCSS-AF Integration Framework. The Analysis of Alternatives is consistent with current acquisition guidelines within the Department of Defense and does not imply that a contract would follow. To minimize the time and expense required to prepare and submit the AoA, request you send any information you already have available that might support alternative approaches methodologies, and concepts for modernizing and integrating legacy information systems. Please include a point of contact in your submission. This will assist the Analysis of Alternatives team in keeping you informed during this l phase of the GCSS-AF program. The Industry Day scheduled for 23 May at 2900 Quincy St, Shirlington, VA, is cancelled.
