- Description
- The U.S. Environmental Protection Agency under the Simplified Acquisition Procedures of FAR Part 13, intends to issue a sole source purchase order to the Institute for Urban Economics (IUE) of Moscow, Russia. The NAICS code for this requirement is 541620. In order to assemble the best mixtures of skills and capabilities necessary for the successful performance of the work specified in the scope of work, the Office of International Activities (OIA) has defined the following principal requirements for the contractor. It must (1) be a Russian organization with an intimate familiarity with the Russian institutional context, (2) have expertise in environmental finance, at the federal, regional, and local levels in Russia, (3) must have experience in environmental finance, as demonstrated by a record of success in defining government programs and in reporting and publishing on this success; and (4) must be able to work credibly in partnership with other Russian organizations, both governmental and non-governmental. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. Phone calls will not be accepted.
