Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This solicitation number is RFQ R8-01-14. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-17. The applicable Standard Industrial Classification (SIC) code is 2879; size standard is 500 employees. The USDA-Forest Service is soliciting for the acquisition of the following herbicides/pesticides: 1.1a) Glyphosate 4#/gal (no surfactant) 2.5 gal containers (2 per box) 900 gallons or 1b) Glyphosate 5.4#/gal (no surfactant) 2.5 gallon containers (2 per box) 670 gallons or 1c)a mix of the 2 formulations yielding the equivalent poundage of a.i. 2.Velpar L (product specific; no substitutions) 1575 gallons (2.5 gal containers, 2 per box). 3.Arsenal Applicators Concentrate (Forestry 4 lb ai, (product specific; no substitutions) 225 gallons (1 quart container 4 per box). 4. Arsenal (product specific; no substitutions) 85 gal (2 lb ai, 1 quart container, 4 per box) 5.Garlon 3A (product specific; no substitutions) 1850 gallons (2.5 gal containers, 2 per box), 6. Garlon 4 (product specific; no substitutions) 2100 gallons (2.5 gal containers, 2 per box). Note: Glyphosate as solution in water without surfactant 3600 lbs ai as either 900 gals of a 4lb ai / gal formulation or 670 gallons of a 5.4 lb ai/gal formulation (2.5 gal containers, 2 per box) or a mix yielding the 3600 lbs a.i. See item 1a or 1b. Items 2-6 are product and packaging size specific, product specific to meet EPA labeling requirements, and packaging size specific to meet desired storage and use safety standards. Product 1a and 1b is packaging size specific. Quoters may submit a bid on item 1a, 1b or 1c. (Two listings are given to allow purchase of existing 4#ai/gal stock but then move to the newer 5.4#ai/gal products). Product specific EPA requires that products be labeled for "site" of application. Any product purchased from this contract must have appropriate labeling to permit forest, right-of-way, or wildlife site use. Quoters must provide products meeting this label constraints or product will be returned at quoters expense. All quantities are estimated. No obligation will exist until the Government places an order. Orders will be made by credit card or purchase order. Quoters must be set up to receive payments by credit card. Orders placed against this contract must be delivered to one or combination of the following states: Alabama, Florida, Georgia, Kentucky, North Carolina, South Carolina, Tennessee, Virginia, Arkansas, Louisiana, Mississippi, Oklahoma, and Texas. A receipt for all orders placed under this contract must be mailed to the Purchaser and Contracting Officer. The contract time will start on or around July 6, 2001. Period of performance is one year from date of award. The provision at 52.212-1, Instruction to Offerors Commercial, applies without addenda. Award will be made to a responsible contractor whose offer is the lowest, acceptable price and most advantageous to the Government. Award will be made on one or more items. Offers shall include a complete copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with quotes. FAR Clause 52.212-4, Contract terms and Conditions Commercial Items, applies without any addenda to the clause to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. FAR clauses and provisions can be access via Internet at www.arnet.gov/far.html. Submit written quotations to the USDA Forest Service, Attn: Kay Matthews/RFQ-R8-01-14, 1720 Peachtree Road, N.W., Rm 876S, Atlanta, GA 30309 at COB 6/14/01. Quotations need to be submitted in an envelope and address properly for identification purposes. Do not fax your quotations. No paper solicitation will be issue.
