INFORMATION SOUGHT NOTICE TO THE PROPELLANTS AND HIGH PRESSURE GAS INDUSTRY The NASA, John C. Stennis Space Center (SSC), Stennis Space Center, MS 39529 -- 6000, Lead Center for Rocket Propulsion Testing, is interested in obtaining information from the propellants and high pressure gas industry on alternatives for possible future procurements for liquid propellants, high pressure gases, cryogens and related technical support services. To fulfill President Bush's policy to make Government more market-based, articulated in his FY02 Economic Blueprint, NASA is directed to pursue reforms that promote innovation, open Government activities to competition, and help reduce NASA's operational burden to focus resources on Government-unique R&D. In accordance with these directives, this RFI seeks industry input on best commercial practices, performance based approaches, enhanced outsourcing, commercialization, or privatization concepts for required propellants, high pressure gases and related technical support services. NASA's desire is to ensure that fuels, gases and other technical support services are procured and managed utilizing the most efficient methods, practices and processes to achieve greater savings and efficiencies. Stennis Space Center uses liquid hydrogen, liquid oxygen, gaseous nitrogen (converted from liquid nitrogen), gaseous helium, and high pressure air to support its rocket propulsion test activities. Historically the hydrogen, oxygen, nitrogen, and helium have been delivered to the center by truck-trailer transports, then off-loaded and used as compressed gases or low pressure liquids. SSC receives thousands of trailer deliveries each year. SSC uses local storage in support of testing activities and requires ready access of propellants and gases at multiple use points. The relevant facilities are currently Government owned and contractor operated. This synopsis should not be construed as a formal request for proposals but, rather, a request for information under the authority of FAR 15.201. Responses to this request for information are not offers and cannot be accepted by NASA to form a binding contract. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. NASA does not intend to award contracts at this time, but will use information obtained for market analysis and to plan future procurements. Companies interested in exchanging information with NASA pertaining to the subject matter of this RFI are invited to attend a briefing and site tour to begin at 1:00 p.m. CDT on Thursday, June 14, 2001 in the Conference Center attached to Building 1100, Room 107, Stennis Space Center, Mississippi. The meeting will end no later than 5:00 p.m. To participate in the briefing and site tour, companies must submit an electronic notification including the names of attending company representatives to: nick.etheridge@ssc.nasa.gov Nick Etheridge (228) 688-2974 Deputy Procurement Officer, Code DA00 John C. Following the briefing and site tour, companies are requested to submit written comments and recommendations by close of business on Friday, June 29, 2001. It is NASA's desire that the written submissions address high-level alternatives to the way NASA is currently conducting business and general, market-based approaches for performing the functions described in this synopsis. NASA would prefer that the written submissions not contain confidential business or financial information relating to specific companies. After receipt of written responses, we may invite respondents for additional one-on-one discussions necessary to insure a clear understanding of the comments and ideas expressed. An ombudsman has been appointed -- See NASA Specific Note "B".
