Description
U.S. Army Special Operations Command, Fort Bragg, North Carolina has a requirement for the following services/supplies: Scheduled and unscheduled maintenance of airframe and avionics, exchange and repair of all aircraft systems and subsystems as required on Beechcraft Super King Air Military C-12C Aircraft Reg. Nr. 78-23128 Serial Number BC-064, Engines: PT6A-41/42, Propellers: Hartzell 3-bladed for the Base Year Period of 1 October 2001 -- 30 September 2002 with Four (4) One (1) Year Options. This for the U.S. Army Special Operations Command (USASOC) Fort Bragg, NC 2310 (This is the aircraft's homebase). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITTUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All proposals must reference the Request for Proposal Number USZA92-01-R-0003. Solicitation document and incorporated provisions and clauses are those in effect through FAC 97-24. It is the contractor's responsibility to be familiar with all applicable clauses and provisions. The Standard Industrial Code (SIC) is 4581. The North American Industry Classification System Code (NAICS) is 488190. Size Standard is $5 million dollars. This includes all parts and labor required to maintain the aircraft to federal Aviation Administration (FAA) and U.S. Army Standards. THIS WILL BE A FIRM FIXED PRICE AND TIME AND MATERIALS TYPE CONTRACT. Labor hours are to be proposed as loaded (with Overhead and General & Administrative (G&A) Expense (if any) and profit included. The contracting officer will evaluate each quote as a separate offer. The following is a brief description of services/supplies: CLIN 0001 MAINTENANCE OF BEECHCRAFT SUPER KING 200/C-12C AIRCRAFT, BASE PERIOD IS 1 OCTOBER 2001-30 SEPTEMBER 2002. CLIN 001AA Maintenance Flat Rate Labor e.g Receiving, de-cowling, cleaning, inspection, replacing oil, fuel, air, and hydraulic filters and final inspection for 100-Hour Events and unscheduled maintenance. Routine service bulletins and repairs that are considered minor, such as inspecting, shall be included as a Flat Rate Labor Charge. CLIN 0001AB Avionics-Support Labor e.g. includes the Labor to maintain and repair the basic communication, navigation and weather radar as defined in their particular illustrated parts and maintenance manuals for each particular instrument/radio/telephone (Collins Autopilot/Instruments, Bendix/Allied Signal/Honeywell Radar/Avionics, BF Goodrich Standby Attitude Indicator/WX1000E Storm Scope and Aircell phone). CLIN 0001AC Labor-Engine Hot-Section & Repair e.g. includes labor to perform engine hot section inspection as required by Pratt & Whitney (engine manufacturer) or as deemed necessary by engine performance. !!! REPAIR PARTS ARE NOT INCLUDED!!! CLIN 0001AD Labor-Miscellaneous-e.g. New parts replacement labor above routine maintenance (Major mechanical problems revealed while performing Events 1.m /Events 2/ and Hot-Section Inspection and or Repairs or Catastrophic Engine Failures). CLIN 0001AE Materials-Installation of Parts on Aircraft e.g. primarily of new replacement parts, 100-Hour Event Kits, SB parts and outside vendor parts. CLIN 0001AF Parts-Stockage (FOB FORT BRAGG, CAMERON, FAYETTEVILLE, NC (FEDEX/UPS)) e.g. procurement of parts, overhaul and repair of spare parts to maintain the aircraft spare parts stock to an acceptable level. THERE WILL BE FOUR (4) ONE (1) YEAR OPTIONS. The Four (4) Option Years need to be priced separately using the same descriptions and following the same format as used in the base year above and using the CLIN numbering as follows: Option Year 1 Period 1 October 2002- 30 September 2003, CLIN 0002, CLIN 0002AA, CLIN 0002AB, CLIN 0002AC, CLIN 0002AD,CLIN 0002AE and CLIN 0002AF Option Year 2 Period 1 October 2003 -- 30 September 2004, CLIN 0003, CLIN 0003AA, CLIN 0003AB, CLIN 0003AC, CLIN 0003AD, CLIN 0003AE and CLIN 0003AF Option Year 3 Period 1 October 2004 -- 30 September 2005 CLIN 0004, CLIN 0004AA, CLIN 0004AB, CLIN 0004AC, CLIN 0004AD, CLIN 0004AE and CLIN 0004AF Option Year 4 Period 1 October 2005 -- 30 September 2006 CLIN 0005, CLIN 0005AA, CLIN 0005AB, CLIN 0005AC, CLIN 0005AD, CLIN 0005AE and CLIN 0005AF. The Following is the Complete Statement of Work as proposed. The contractor shall perform scheduled Phase 1,2,3,4 inspections IAW Beechcraft Maintenance manual. Projected 2 or 3 Phase inspections per Fiscal Year. The contractor shall perform engine compressor wash at each phase (Inspection). Projected 2 to 3 ea. per Fiscal Year. The contractor shall perform fuel nozzle flow checks IAW Pratt and Whitney Company (PWC) requirements as prescribed every 400 flight hours. Projected 1 or 2 ea. Per Fiscal Year. The contractor shall perform all 100, 200, 300, 400, 500, 600, 800, 1000, 1200, 2000, 3000, 3500, 3600, 4000, and 5000 hour inspections as required by Beechcraft and Pratt & Whitney inspection manuals. The contractor shall perform all 1, 2, 3, 4, 5, 6, 10, 14 and all yearly inspections as required by Beechcraft inspection manuals. The contractor shall perform all avionics 1 and 2 year certifications as required. e.g. Altimeters, Transponder, and Pitot system inspections and checks. The aircraft will be delivered to and picked up at the contract maintenance facility. The contractor shall provide Shadin Engine Trend Monitoring (ETM) analysis, reports, advice, and recommendations on a continuous basis. The contractor shall maintain aircraft FAA log books. The contractor shall maintain a current status and compliance with AD's and SB's as applicable. QUALITY ASSURANCE The contractor shall ensure that parts and materials utilized in the accomplishment of this effort are as specified in the appropriate maintenance and parts manuals and conform with standard aviation industry engineering and manufacturing practices. The contractor shall assure that processing actions are accomplished IAW Federal Aviation Administration regulations and additional documentation IAW US Army, DA PAM 738-751. DELIVERABLES The USASOC Flight Detachment will deliver to and pick up the aircraft at the designated maintenance facility. Coordination will be done as much in advance as possible. The contractor shall provide all FAA required documentation pertaining to the work performed in conjunction with this requirement. REPAIR FACILITY MUST BE WITHIN ONE (1) HOUR FLYING OF TIME OF FORT BRAGG, NC 28310, the home base of BC-064 Beechcraft Super King Air C-12C Aircraft SN: 78-23128. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: The following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items; 52.212-2, Evaluation Commercial Items, with the following evaluation factors inserted in paragraph "a" of the provision: "Quotes will be evaluated as to technical acceptability, past performance and price. Technical and past performance are more important than price!! Repair Facilities must be FAA Part 145 Certified and the Avionics Shop must be FAA Part 145 Certified. The award will be made to lowest responsive quote from a responsible offeror."; Contractors are required to submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items and Defense Federal Acquisition Supplement (DFARS) 252.212-7000, Offeror Representations and Certifications-Commercial Items are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their bid. The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5 (Dev), Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, 52.247-64, and 52.222-41 Service Contract Act of 1965, As amended (41 U.S.C. 351, et seq.) and 52.222-42, Statement of Equivalent Rates for Federal Hires (29 U.S.C. 206 and 41 U.S.C. 351, et seq.)!! Additionally, DFAS 252.204-7004 Required Central Contractor Registration;, 252.212-7001 (Dev), Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisition of Commercial Items, with the clause 252.224-7024 applicable. QUOTES ARE DUE: Quotes shall be received at HQ USASOC, ATTN: AOCO (Jerry Lambert), Fort Bragg, North Carolina 28310, not later than 5:00 p.m. EDT, 22 June 2001. FAX submissions will be accepted at (910) 432-9345. Quotes shall include: (1) original letter signed by an individual authorized to bind the organization, with a schedule of offered items/supplies/services to include unit price, proposed specifications and drawings, (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued.
