- NASA/LaRC plans to issue a Draft Request for Proposal (RFP) for Reliance Consolidated Model (RECOM) Design and/or Fabrication Services. The provisions and clauses in the Draft RFP are those in effect through FAC 97-25. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. The DPAS rating for this procurement is DO-C9. The NAICS -- North American Industry Classification System Code for the Draft RFP is 541710, 1500 employees. The anticipated release date of Draft RFP is on or about June 1, 2001. It is anticipated that multiple contracts may be awarded under the solicitation. It is anticipated the contracts will be firm-fixed price, cost-plus-fixed fee, indefinite delivery, indefinite quantity delivery order contracts, with a period of performance of sixty months. The anticipated start date is February, 2002. Work will be assigned via individual delivery orders. A Pre-Proposal Conference will be conducted at Langley Research Center. Details will be included in the Draft Request for Proposal (DRFP). These research models and hardware may consist of both mechanical and electrical/electronic hardware elements. The mechanical hardware elements include but are not limited to wind tunnel models, model components, model support systems, test equipment, aircraft flight test hardware, space flight hardware and force measuring devices such as pressure, temperature and moment. Contractors shall complete basic stress analysis as well as complex analytical tasks to support the design, such as finite element modeling and fracture mechanics analyses. Contractors shall perform hand finishing, polishing, and lapping on precision hardware such as highly cambered and twisted wings, sculptured surfaces, and contours from CAD generated models while maintaining dimensional tolerances as accurate as +/- .002 inches and surface finishes as low as 2 rms (micro inches). Contractor shall install static and dynamic pressure instrumentation in hardware. Other dimensional requirements may require accuracy to within .0002 inches. The electrical/electronic hardware elements include but are not limited to motors, actuators, sensors, control panels, printed circuit boards, data acquisition and control systems, circuit protection, connectors and wiring as required to support the test hardware. The DRFP will provide details about the bidders library. This DRFP will be issued pursuant to NASA FAR Supplement 1815.201. Comments are invited from potential offerors on all aspects of the DRFP, including the requirements, schedules, proposal instructions and evaluation approaches. The Government is not requesting proposals in response to the DRFP, does not intend to award a contract on the basis of this solicitation or to pay for any information received regarding this solicitation. Any final RFP for the requirement covered by the DRFP will include a summary of the disposition of significant DRFP comments.
