- NASA/KSC is soliciting information, ideas and innovations from potential sources to supply rocket-grade hydrazine-type fuels utilized by the Space Shuttle, NASA spacecraft missions, and other users. The required fuels and services include: (1) Hydrazine, High Purity Grade, conforming to specification MIL-PRF-26536E, (2) Monomethyl Hydrazine (MMH), conforming to specification MIL-PRF-27404C, and (3) Recycling off-specification hydrazine and MMH to original purity. NASA anticipates awarding a long duration CCI, firm fixed price requirements contract for product delivery to various NASA centers including, but not limited to, Kennedy Space Center, FL, White Sands Test Facility, NM, and Kodiac Island, AK. NASA's best-estimated quantities for each type of fuel type are 5500 kg per year for Hydrazine and 34,000 kg per year for MMH. These quantities are based on NASA Shuttle projected six flights per year plus small spacecraft quantities through 2020. Currently, Hydrazine and MMH are produced by Arch Chemicals, Lake Charles, LA, and provided to users via an Air Force contract which basic period of performance ends February 2004. NASA intends to have a new contract in place for first deliveries in February-March 2004. A two-step solicitation is contemplated. The first step would involve evaluation of proposals for the creation of production capability. Qualifying firms would then compete with second step proposals involving price, contract terms and conditions, and other potential factors. Final selection will be based upon a best-value judgment. Award is anticipated in sufficient time for plant development and production for first product deliveries in early 2004. Potential sources that have knowledge, experience, technical expertise, and/or capabilities to develop and build a facility to produce hydrazine and MMH are encouraged to contact NASA to discuss and obtain further information. NASA is seeking ideas, opinions, and concepts to aid in the acquisition process. NASA also invites individuals with expertise in the chemical industry to offer questions, suggestions, and recommendations. No solicitation exists. Therefore, please do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It will be potential offerors' responsibility to monitor these sites for the release of any solicitation or synopsis. Interested sources shall contact the contracting officer listed herein for additional information. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited.
