Description
The National Institute of Standards and Technology (NIST) has a requirement for a tandem Fabry-Perot interferometer system to be used to perform Brillouin scattering measurements, which require extremely high resolution (contrast) and stability of the interferometer. It is the intent of the Government to award this procurement on a sole source basis under authority of 41 U.S.C.253(c)(1) with JRS Scientific Instruments of Switzerland. The system manufactured by JRS Scientific Instruments has a contrast of 10^11, a maximum mirror tilt during scan of 10^-8 radians,and a maximum mirror jitter during scan of 1 angstrom. The system consists of: 1( Tandem Fabry-Perot interferometer, 2) Control unit, 3) Optical system comprising all components from input pinhole to output pinhole, 4) Light modulator a double shutter system for regulation of the elastic peak intensity, 5) 2 pair of mirrors coated for 532 nm. Flatness after coating better than lambda/200, 6) Dynamic vibration isolation system for the interferometer, complete with power supply, 7) Enclosure to house complete spectrometer, 8) Hamamatsu photon counter H6240 selected for maximum 2 cts/sec dark count at room temperature, 9) Pinhole viewer for alignment of external optics, 10) Hillebrand TFPDAS software and computer interface, and 11) Shutter for photomultiplier, electronically controllable by TFPDAS. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100,000). This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
