Description

The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://procurement.nasa.gov/cgi-bin/EPS/bizops.cgi?gr=C&pin= The information required by FAR Subpart 12.6 is included in the on-line RFQ. NASA JSC White Sands Test Facility (WSTF) plans to acquire (a) subgrade high density polyethylene (HDPE) piping system consisting of approximately 10,250 feet of HDPE dual-containment pipe and approximately 7,600 feet of HDPE single-wall pipe installed in approximately 14,250 feet of excavated trench, (b)31 high-point vent, junction and leak detection acess vaults and associated piping system components, (c) piping system components (excluding flow control valves and flowmeters at 4 extraction well and 4 injection well locations, (d) a leak detection system for approximately 10,250 feet of dual-containment pipe, and (e) approximately 18,000 feet of electrical conduit and associated pull boxes, with two options to be exercised at the discretion of the Government. Installation services include: (a) excavation, (b) installation of pipe, vaults, leak detection system, electrical conduit, and associated components, (c) leak testing of the pipe, (d) backfilling and compaction, and (e) testing of the leak detection system. A job-site tour will be conducted on May 31, 2001 at 12:00 p.m. local time, starting in Building 110 (Rotunda). Vendors who plan to have attendees at this tour should furnish in writing (e-mail preferred) the name, title, company name, citizenship status, and phone number of those persons to jreese@wstf.nasa.gov by May 25, 2001. Badges for attendees can be picked up in Building 116 (Security Main Gate) prior to entering Building 110 (Rotunda). (Attendees should plan on a 15 minute check-in time.) Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than 3:30 pm local time on June 6, 2001. It is the quoter's responsibility to monitor this site for the release of any amendments (i.e., answers to questions).
