Description
The United States Department of Agricultural (USDA), Animal Plant Health Inspection Service (APHIS), Marketing and Regulatory Programs -- Administrative Services Division (ASD), Specialized Contracting Services Center (SCSC), intends to award an Open Market Purchase Order to Analytical Automation Specialists, Inc. for one year (from time of award for 12 months) for a commercially available upgrade to their proprietary product, LabWorks LIMS. The upgrade will support the proposed contractor's existing product located at the USDA, APHIS, Plant Protection and Quarantine (PPQ) -- National Monitoring Residue Analysis Laboratory (NMRAL), Gulfport MS. This is a small business set-a-side. The Government does not own nor have access to the source codes. This requirement is determined to be under Standard Industrial Code (SIC) 7379. The one year purchase order will entail Windows NT/Server (C/S) environment. The contractor shall provide the following under the intended purchase order: (1) regular system software updates. (2) Provide Help Desk support, available 5 days per week; (3) On-line (modem) support as needed in resolving difficulties with the LIMS; (4) Provide development, implementation and maintenance of customized screen and report formats including troubleshooting assistance to resolve problems in these programs.; (5) Shall provide assistance in converting existing data, and resizing and restructuring databases and tables; (6) Shall make available access to their technical support database of identified and resolved system problems. If there is any vendor that can satisfy this requirement, please respond by providing convincing data they can provide each technical requirement listed above. In addition to the technical and marketing literature, interested sources must also include the following for evaluation by the Contracting Officer: (1) Company Name and address; (2) Company contact Name and telephone number; (3) If available, any available contracting vehicles such as Federal Supply Schedules (FSS), Government Wide Acquisition Contracts (GWAC) or existing Federal Contracts that can satisfy this requirement; (4) Business Status (Small, Small Women-Owned, Disadvantaged, Veterans status, etc..); (5) Tax Identification Number (TIN); and (6) Company Capability Statement. Such qualifications and capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 7 days or without the required information will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
