The solicitation is being issued unrestricted, other than full and open competition, as specifications, plans or drawings relating to the procurement are not available and cannot be furnished by the Government. This item is sole source to H. Koch and Sons -- intended source is H. Koch and Sons. Any offerors received from other than the original equipment manufacture, must submit a complete technical data package. The final contract award decision may be based upon a combination of price, past performance, and other evaluation factors as described in the solicitation.
