Description

PRESOLICITATION NOTICE The purpose of this solicitation is to provide environmental remediation and other environmentally constrained work at the Naval Air Station, Patuxent River, Maryland. This acquisition will result in an indefinite quantity contract acquired by using other than sealed bid procedures; specifically, competitive negotiations. The work includes furnishing all labor, management, supervision, tools, materials, equipment, transportation, packaging, detailed analysis (including manifesting or completing waste profile sheets if required for disposal), disposal, compilation and submission of all documentation required by each task order, and incidental related work necessary to provide environmental construction, remediation, environmentally constrained work, and incidental services to the Patuxent River Naval Air Station/NAWCAD Complex. The resulting contract will include a base period of twelve months and four 12-month options, for an estimated total of $10 Million. There will be a minimum guarantee of $50,000.00 for the base period with a maximum value of $2,000,000.00. Options will not have a minimum guarantee but will have a maximum value of $2,000,000.00 per option. The cumulative cost, if all options are exercised will be a minimum of $50,000.00 and a contract maximum of $10,000,000.00. The solicitation shall state that the government may exercise an option any time within the 12 month period following award of the basic contract or following award of an option. Offerors will submit a technical and price proposal in accordance with Section L of the solicitation. Award is to be based on price and other non-price factors. This procurement will be conducted in two (2) phases. Phase I will consider the technical proposals only. After the evaluation of Phase I, a competitive range will be determined. Only those offerors determined to be in the competitive range will be able to proceed into Phase II of this procurement. Phase II will consider price in relation to the technical proposal. The evaluation factors are as follows: FACTOR 1: Relevant Experience; FACTOR 2: Past Performance; FACTOR 3: Cost/Price. This procurement is set-aside for Small Business concerns only. The North American Industrial Classification (NAICS) is 23332. The Small Business Size Standard is $27.5M. OFFERORS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. Proposers should not assume that they will be contacted or afforded the opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING PROPOSALS WILL NOT BE COMPENSATED. The solicitation will be available only in the electronic medium and can be downloaded free of charge via the Internet World Wide Web at http://esol.navfac.navy.mil under pre-solicitation notice N62477-00-R-3021. There will be no hardcopies of this solicitation issued. Amendments will be posted on the web site http://www.esol.navy.mil for downloading. This will be the only method of distribution; therefore IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
