Description
The National Oceanic and Atmospheric Administration (NOAA), Environmental Technology Laboratory (ETL) intends to award a sole source contract under the authority of 41 U.S.C. 253(c)(1) to the Regents of the University of Colorado, 303 Regent Hall, Boulder, CO 80309 to disburse funds from a NASA grant issued jointly to NOAA and the University of Colorado. The objective of this work is to assess the applicability of GPS surface reflection wind measurements in the study of tropical storm dynamics. To do so a limited-area air-sea coupled modeling system will be used to carry out numerical experiments that evaluate the impact of retrieved GPS surface wind speeds on hurricane predictions. Verification of the oceanic state predicted by the model assimilation experiments will be assisted by comparison with in situ and remote sensing data. In the likely event that a hurricane occurs in the Gulf of Mexico, available observational data will be used from active observational programs currently collecting data in the Gulf. This will include utilization of the near-real-time TOPEX altimeter data streams and altimetry data from other satellites, such as GFO, Jason-1 and Envisat satellites, as they come online. Historical altimetric data sets will be made available for model initialization and hindcast studies as needed for model development. The necessary historical and near real-time altimeter data required will be provided by Dr. Leben in a digital format suitable for direct assimilation into the coupled ocean/atmosphere modeling system. Dr Leben will provide access to current and historical data sets derived from altimeter satellites and other instrumentation, and assist in using this data for verification and validation. These data sets will be used to augment the GPS data sets being used in the models and will serve to cross-check the GPS data. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned.
