Description
The Bureau of the Census intends to issue a Request for Proposals (RFP) on or about June 6, 2001 for MICROFILMING OF CENSUS 2000 IMAGE FILES. The RFP will only be available electronically at the following website: http://www.census.gov/procur/www/microfilm. NOTE: The website will be available immediately for a copy of the synopsis but will not be fully operational until June 6. This requirement is 100% set aside for small business under Section 514210 of the North American Industry Classification System (NAICS). The Bureau of the Census (BOC) requires the transfer of approximately 600 million images from source DLT tape consisting of TIFF Group 4 image files to microfilm. A separate index of all images will also be required. Source documents for the images are sized as follows: 11"x19" -- 42%; 11"x17" -- 36%, 11"x25.5" -- 20%; and 2% other including 11"x8.5", 11"x25.25", and 11"x23". The original images were scanned at 200 dpi. The successful offeror will be required to demonstrate relevant, transferable past performance; appropriate capabilities including compliance with quality assurance measures and stringent security requirements to maintain the confidentiality of census responses according to the provisions of Title 13, US Code; and availability of appropriate key personnel. The BOC effort fulfills the National Archives and Records Administration (NARA) requirement contained in Code of Federal Regulations, Title 36, Chapter XII to print Census data from Government-furnished digital tapes containing non-proprietary, open format TIFF images to two sets of archival, certifiable microfilm with indexes. The quality assurance to be applied to this effort must comply with NARA specifications and industry standards. The estimated period of performance for this requirement is five years from date of award. A tape containing sample images will be provided to offerors so that a sample of the proposed microfilm product can be included with the proposal. The tape will be mailed to offerors who request a copy through the e-mail address below. The tape will not be available until the RFP is issued. Anticipated closing date for RFP: July 6 2001.
