- Description
- The Division of Acquisition Management has a requirement for The Center for Substance Abuse Treatment (CSAT) in the Substance Abuse and Mental Health Services Administration (SAMHSA) to document the cost and access issues involved in implementing parity-level mental health and substance abuse insurance benefits. CSAT has information from large employers about issues related to implementation of parity substance abuse benefits. This information indicates a significant lack of understanding by employers about the availability and effectiveness of treatments for substance abuse. CSAT wants to build on present work with large employers about workplace substance abuse and increase employer willingness to access treatment by developing materials, disseminating information, and providing technical assistance to employers about the availability and effectiveness of treatments for substance abuse. The Contractor shall develop and disseminate materials on the availability and effectiveness of different treatments for substance abuse, and to provide management technical assistance to large employers on specific issues related to workplace substance abuse, treatment benefits, and access to treatment services.The Government knows of only one source, Washington Business Group On Health, Washington, DC. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any requests for solicitation packages will be considered nonresponsive. All submissions are to be sent to Sophia S. Janus, at the address above, referencing 01M008577. This acquisition is being made utilizing FAR Part 13, Simplified Acquisition Procedures.
