Description
The Division of Acquisition Management has a requirement for the Office of Managed Care (OMC), Center for Substance Abuse Treatment (CSAT), SAMHSA, to provide the CSAT with expert information on issues related to State legislative policy issues affecting the financing of services and treatment of alcohol and drug abuse. Specifically, CSAT is interested in becoming aware on a timely basis of state drug and alcohol treatment legislation, particularly legislation related to financing and costs, treatment of special populations such as adolescents and women, welfare reform, managed care in the public and private sectors. State legislative policy information is critical to CSAT being able to carry out its mission. State legislative committees such as health and human service committees, legislative research bureaus and staff, and the legislative leadership have a direct effect on the way drug and alcohol treatment services are organized, financed, and delivered. The objective of this is to receive information on specific issues from States legislators, to produce updated chapters for the legislators guidebook: "Treatment of Alcoholism and Drug Addiction: What State Legislators Need to Know", and to provide technical assistance to State legislators on cost and financing issues related to substance abuse treatment. The Government knows of only one source, National Conference of State Legislatures, Washington, DC. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify, in writing, their interest and capability to respond to the requirement for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
