Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number and a statement that the solicitation is issued as an request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 97-22. The Agency tends to make award on sole source basis to US Composing Council of America, Harrisburg, PA 17102, a small business, to compile data on composting facilities in the US, ,survey facilities to develop database of composting sites and their locations, size, products produce and quantities of wood used, voumes and tonnange, materials accepted and economics involved with these activities. NAICS 51114. Provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Provision at 52.212-3, Offeror Representations and Certifications to be included with offer.
