Description

The FISC Norfolk Detachment Philadelphia intends to procure = program=20 evaluation services with regard to the Department of Defense's Military = Installation Voluntary Education Review (MIVER) program. The services = to be=20 performed include a quality assessment of voluntary education provided = at=20 military installations (worldwide), as well as assistance in improving=20 education programs through constructive recommendations to both = resident=20 educational institutions and the respective military services. The = proposed=20 procurement is being processed on an other than full and open = competitive basis=20 with the American Council on Education pursuant to FAR 6.302-1. The = proposed=20 action will result in a Cost Plus Fixed Fee contract covering the base = year and=20 four option years. The American Council of Education is the only firm = capable=20 of providing the above-described services since they are the only firm = with=20 years of successful experience in the evaluation of voluntary education = programs located at each of the respective military installations, as = well as=20 the only one having the required support and accreditation of the = education=20 community. The American Council on Education MIVER professional staff=20 represent a unique body of experience that has been developed over the = period=20 of previous contractual work. Accordingly, it would be unreasonable, = both=20 professionally and financially, for another contractor to duplicate the = present=20 MIVER professional staff solely for the provision of this requirement. = All=20 interested parties should respond outlining their capability to provide = the=20 required services along with documented evidence of their company's = experience=20 and past performance with the MIVER program.
