Description

This is Modification 12 to the synopsis for the Center Operations Support Services (COSS) contract, which is the follow-on contract to the current Base Operations Support Services contract, Solicitation No. 9-BJ32-T63-0-24P. The last modification was released May 3, 2001. You are notified that the following changes are made: The acquisition strategy has been amended. To fulfill the requirements of the contemplated contract, NASA plans to release a Request for Proposal that will result in a hybrid contract. Under the hybrid contract, construction, grounds, and custodial services will be acquired using a combination of firm-fixed price (FFP) and indefinite delivery/indefinite quantity pricing methods. The balance of services under the COSS contract will be acquired using a cost-plus-award-fee (CPAF) pricing method. Under the COSS contract, the contractor will be required to compile workload sizing data to enable the expanded use of FFP contracting in the future. The Government may negotiate a change to the COSS contract after award to acquire one or more groups of services on an FFP basis that were originally acquired on a CPAF basis under the COSS contract.
