Description

The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire through other than full and open competition, on a Sole Source basis with Electric Boat Corporation of Groton CT, submarine non-nuclear repair services. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The requirement is for the furnishing of direct labor, supervision, administrative support to provide a wide spectrum of intermediate and depot level overhaul, repair and modernization services and repairs in support of operational nuclear powered submarines, floating dry-docks, support and service craft and other platforms and equipment. Performance will be at the Naval Submarine Base New London. It is expected to award a cost plus fixed fee for the time period 01 October 2001 through 30 September with an estimated 500,145 man-hours, and four one year options. The total number of man-hours inclusive of options is estimated to be 2,653,413. The applicable North American Industry Classification System (NAICS) is 48839. This notice of intent in not a request for competitive proposals, however, information received within forty-five (45) days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement. The Government will not pay for information received. Note 22 applies.
