Description

The Government through the Naval Research Laboratory (NRL) and the National Ice Center (NIC) has a requirement to provide global sea ice analyses, forecasts, outlooks and ship routing recommendations within the marginal sea ice zones of all Arctic and Antarctic seas. NIC's science plan calls for automation of the process of creating global sea ice charts for the Arctic and Antarctic. The NIC team has developed and/or evaluated a suite of existing sea ice algorithms that automatically derive sea ice concentration, and in some cases sea ice type from a variety of satellite sensors. Included in this suite of algorithms is ARKTOS; a knowledge-based system to classify Radarsat SAR imagery (Soh and Tsatsoulis, 1999). This requirement is for the development of methods to expand the geographic areas of application of the ARKTOS software so that the software can be applied over the whole Arctic and develop techniques to integrate the results of sea-ice classification algorithms, and use the fused classifications to generate concentration maps. The period of performance for this effort will be from date of award through 30 September 2004. The deadline for receipt of proposals shall be on or about 30 days after issuance of the RFP. NRL uses Electronic Commerce (EC) to issue RFPs and amendments to RFPs. This solicitation and any amendments to it will be available via the Internet approximately fifteen (15) days after publication of this announcement at the URL address provided below. Printed copies of this RFP will not be provided.
