Description

NASA/GRC plans to issue a Request for Offer (RFO) for low pressure plasma spraying of Cu-Cr and NiCrAlY overlay coatings on GRCop-84 substrates, for producing monolithic coatings and to develop new scale-up technologies for coating GRCop-84 subscale nozzle ramp sections and combuster chamber liners with NiCrAlY and Cu-Cr coatings for reusable launch vehicle applications. NASA/GRC intends to purchase the items from Plasma Processes, Inc. of Huntsville, Alabama under the authority of 10 U.S.C. 2304 (c)(1) "only one responsible source and no other supplies or services will satisfy agency requirements". The parameters for plasma spraying and hot isostatic pressing of the overlay-coated substrates and monolithic coatings shall be identical to those used previously in the manufacture of rocket nozzles and combustor liners in order to permit valid data comparison to be made with prior research. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 23, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
