- Description
- The National Institute of Standards and Technology (NIST) requires an optical spectrum analyzer (OSA) with FC connector type. The specifications for the optical spectrum analyzer include a wavelength resolution of at least 0.015 nm in the 1520-1620 nm optical fiber communication region. The OSA must have a power measurement level range of at least minus 90 to plus 20 dBm in the 1200 to 1600 nm region and minus 80 to plus 20 dBM in the 1600 to 1700 nm region. The OSA must have a dynamic range of 70dB, and have a wavelength accuracy of 0.02 nm in the 1550 nm region. The minimum wavelength span required is from 700 to 1750 nm. Delivery is required within 6 weeks after receipt of order. Interested sources proposing to supply the system specified must submit a written qualification statement clearly establishing capability to meet the above requirements within 15 days from the date of this synopsis. The qualification statements will be used to determine the need for competitive bids. In the absence of other qualified sources, it is the intent of the Government to negotiate a sole source contract under the authority of 41 U.S.C. 253(c)(1) with Ando Corporation, 7617 Standish Place, Rockville, MD 20855 as this source is considered to be the only responsible source and no other items will satisfy agency requirements. This announcement is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). Agency level protest procedures are at http://www.doc.gov/oam/conops/#REFERENCE .
