Description
The Naval Aviation Depot located at the Marine Corps Air Station, Cherry Point, NC has a requirement for a bulk sample analyzer. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A quotation is being requested and a written solicitation will not be issued. Solicitation number M00146-01-Q-N228 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-21 and Defense Acquisition Circular 98-24. This acquisition is 100% set-aside for Small Business and is under the North American Industry Classification System code 334516, with a small business size standard of 500 employees. This requirement is for a firm fixed priced contract, brand name or similar for the following item: 1 each Niton XL-700 Series Spectrum Analyzer, manufactured by Niton Corporation, Billerica, MA. ESSENTIAL CHARACTERISTICS: The unit shall be a portable, laboratory quality bulk sample analyzer. The unit shall perform analysis of bulk samples, including in-situ soil screening and prepared soil analysis, as well as analysis of liquids, oils, sediments, sludge, or building materials. Measurement results are displayed, stored, and downloaded in parts-per-million units. The unit shall meet or exceed the following minimum requirements. 1. The unit shall be capable of simultaneous detection of multiple elements via x-ray fluorescence (XRF) induced by one or more radioisotope sources. 2. The unit shall have radiation safety features: shutter safety lock; safety switch; automatic shutter closing mechanism. 3. Radioactive sources: Cd. Maximum: 50 MCI (1850 MBq). Isotope Half-life: And/or Am. Maximum: 20 MCI (740 MBq). Isotope half-life. And/or Fe Maximum: 20 MCI (740 MBq0. Isotope half-life. 4. Radiation Exposure: with safety shutter open during reading; Exposure to user's hand <0.03 mR/hr ( <0.3 Sv/hr). 5. Detector: High performance, electronically cooled, solid-state detector optimized for Pb L-shell and K-shell x-ray detection. 6. Microprocessors: CPU; DSP's with rise-time discrimination; MCA with 1,024 channels displayed. 7. Auto-Calibration: The unit shall self calibrate at start-up of each test mode. 8. Measurement window: 1 cm x 2 cm, positioned to facilitate measurements on difficult-to-access surfaces. 9. Display: back-lit LCD for easy to read in all light conditions. 10. Element limits of detection: Optimal for soil, other bulk samples: 10-300ppm, element, matrix dependent. Optimal for filters, dust-wipes, thin film samples: 0.2-20g/cm, element, matrix dependent. Optimal for lead-in-paint; 50 g/cm (0.05 mg/cm). 11. Performance: Bulk sample, thin sample modes: Results for up to 25 elements with 95% confidence-intervals; detection limits (3 sigma) for undetected elements; full x-ray spectrum (2-90 KeV) with all readings. Paint modes: lead-based paint testing performance. 12. The unit shall have audible signals at the end of each reading. 13. Memory: 1000 bulk-sample-mode and/or thin-sample-mode test result and/or up to 3000 paint-mode test results. 14. Sample Description Data: Automated entry by barcode reader. Customizable barcodes provide data-entry flexibility. 15. Download readings: To PC in standard or ASCII formats. RS-232 cable provided. 16. Reporting software: Customizable PC-based reporting software. 17. Batteries: Two rechargeable 8-hour nickel metal hydride battery packs. AC/DC battery charger to be included. Internal lithium back-up battery. 18. Weight and size: 2.5 lbs ( 1.13 kg) including battery pack. Dimensions: 8.25" x 3" x 1.875". 19. Operating conditions: Temperature range: 20 to 120 F. Humidity range: 0-95% RH. The unit shall meet all OSHA requirements governing this type of equipment. The unit shall be supplied with a complete set of instruction manuals, parts breakdown, maintenance troubleshooting. Note: If quoting on a similar item please provide literature on the brand you are quoting. Acceptance shall be made at destination. The required delivery date for the above item is 6 weeks after receipt of order or sooner. The Government will award a purchase order resulting from this Request for Quotation to the technically acceptable, responsive, responsible offeror based on price alone. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers -- Commercial Items (Mar 2000). FAR 52.212-3 Alternate I, Offer Representation and Certifications-Commercial Items (Oct 1998), a completed copy of this provision shall be submitted with the offer.
