Description
Desc: This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is RFQ-1-2012. FAR 52.219-6, Notice of Small Business Set-Aside is applicable to this acquisition. The North American Industry Classification System Code is 333120. The small business size standard is 750 employees. Item 01, 2 each, Roadside Mid-mount Mowers meeting the following specifications: 50 inch rotary bar type cuter, blades double edged with square shouldered blade bolts with spare set of bolts, nuts and blades spindle shaft 3 inch minimum pivot base shaft; cutter deck rotation minimum 160 degrees; stabilized by heavy wall 4 inch square tube connecting the mower to the rear axle of tractor; cutter must move within 2 inches of rear wheel on tractor allowing the tractor to stay out of traffic lane; rotary shrouds and boom section shall be 100% formed T1 steel; wheel weights provided by government and to be installed by the Contractor; hydraulic tank capacity 58 gallon minimum; hydraulic cylinders 4 inch bore, except deck cylinder which will have 3 inch bore; electronic over hydraulic control, finger operated joystick with arm rest; operator protective device Lexan windows, right door windows and side glass; calcium to be added by Contractor for counter weight; 2 each parts and service manuals, operation orientation will be provided by Contractor; to be installed by Contractor on a US Forest Service provided 110 horse power farm tractor. Mower will have a 20.5 feet minimum reach measured from tractor centerline to the outside edge of the cutting blade arc. After receipt of the tractor Contractor will have 10 days to complete mounting of mower. Delivery shall be FOB Destination to Deschutes National Forest, 75 SE Scott St, Bend, OR 97702 . A 48 hour notification shall be given to the COR prior to delivery. Contractor shall submit descriptive literature for make and model of equipment to be provided. The Government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. The provisions at FAR 52.212-2, Evaluation-Commercial Items applies to this solicitation and the following factors will be used to evaluate offers: (1) Location of service facility, for future maintenance, preference will be given to Contractors who have a service facility within 50 miles of Bend, Oregon; (2) Availability of parts, provide delivery time of repair parts to Bend, Oregon, (3) Past performance including on time delivery, and service (4) Price. FAR 52.212-3, Offeror/Representations and Certifications-Commercial Items, and 52.212-4, Contract Terms and Conditions-Commercial Items , and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items with the following clauses also applies: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-36. The Government procurement card (VISA) will be used under this contract/order for procurement and payment. The parties agree that the price reflected in this order reflect use of the purchase card. The Contractor notes that it is a violation of VISA regulations to charge a premium for card transactions, but that the vendor is permitted to offer discounts for cash payment. The Contractor will not process a transaction for payment through the purchase card clearinghouse until the purchased supplies have been shipped. Contractors who are not set up to accept VISA payments will be paid by check after receipt and acceptance of the item. The contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty.
