Description
The Officer in Charge/Officer in Charge of Construction is currently seeking sources for an Indefinite Quantity Architectural and Engineering Services contract to address cultural resources related issues. Architect-Engineer or Engineering Services are required for but not limited to the following: 1)evaluation of structures for historic significance, particularly those built between 1950 and 1965, including preparation of required documentation and any National Register of Historic Places nominations for structures determined eligible during the evaluation process; 2)recordation and/or photo documentation of historic structures according to the Historic American Building Survey/Historic American Engineering Record (HABS/HAER) guidelines; 3)provide services to achieve cultural resources related mitigation measures identified in 1391 reports. All work shall be conducted in accordance with all applicable Federal and State laws, regulations, and guidelines, including but not limited to the Secretary of the Interior Standards, National Register bulletins and Maryland supplements to National Register Bulletins, and Standards and Guidelines for Architectural and Historical Investigations in Maryland. Project locations include the following: Naval Air Station Patuxent River/Naval Air Warfare Center Aircraft Division (NAS Pax River/NAWCAD), Patuxent River, Maryland, Naval Air Station, Solomons Annex, Solomons, Maryland, Naval Air Station Webster Field, St Inigoes, Maryland, and other remote outlying facilities. All work shall be coordinated with the staff Architectural Historian who will work closely with the A&E. Task orders will be placed on an "as needed" basis intermittently for a period of time, that shall not exceed 12 months or $250,000.00, whichever comes first. The Government reserves the right to exercise the option to extend the contract for an additional 2-year period or a total fee of $750,000.00, whichever comes first. If exercised, the A-E will receive official notice within a reasonable time period prior to the end of the first year or dollar threshold. The proposed contract is being solicited on an unrestricted basis. Therefore, replies to this notice are requested from all business concerns. Before award of the contract, the A-E firm (if not a small business concern) shall agree in the contract to incorporation of an acceptable small business and small disadvantaged business subcontracting plan in accordance with FAR Part 19.7. The small business size standard classification is North American Industry Classification System (NAICS) 541310 ($4,000,000). The estimated award date is September 2001. The selected A-E contractor for the contract will be required to provide overhead and discipline hourly rates initially to the Contracting Officer within 15 days after receiving notification. No single task order will exceed $150,000.00 in total fees, and each project will be a firm fixed price A-E contract. The guaranteed minimum for the basic award is $12,500.00. The selection of the firm for this contract will be based on the following evaluation criteria, numbered in order of importance: 1)Specialized experience and technical competence of the firm and staff in historic architectural evaluation for Navy/DOD; and Private industry; 2)Professional qualifications of the firm and staff necessary for satisfactory performance of the proposed contract; 3)Capacity to accomplish projects within required time: 4)Past performance on contracts with the Navy or Government agencies and/or private industry in terms of cost control, quality of work, and compliance with performance schedules; Past performance ratings (SF1421) will be reviewed (for prime and subcontractors) during the evaluation process, and may effect the selection outcome; provide the names and current contact information for persons who can serve as references for the firms past performance; 5)The firm's quality assurance/quality control program to ensure coordinated, technically accurate plans, specifications, and cost estimates; 6)The ability to sustain loss of key personnel while accomplishing the work within the required time limits; 7)Location in the general geographical area of the projects and knowledge of the locality of the projects; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the projects. Firms shall have SPECINTACT and a CADD system compatible with AutoCADD 14; Microstation 95; firms will be required to provide specifications in both Word (*.doc) and ACROBAT (*.pdf) format for posting to a Government website during solicitation. Architect-Engineer firms that meet the requirements listed in this announcement are invited to submit completed Standard Forms 254 Architect-Engineer and Related Services Questionnaire and 255 Architect-Engineer and Related Services Questionnaire for specific project to the procurement office shown above. Interested firms are requested to include, contractor cage code; data universal number system (DUNS #), taxpayer identification number (TIN) and an e-mail address on the SF254 Block 1. In accordance with DFARS 252.204-7004, "REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 1998)", prospective bidders must be registered in the Central Contractor Registration database prior to award of the contract. A-E firms utilized by the prime A-E as a sub-consultant must also submit completed Standard forms 254 and 255. Only one copy of each form is required. Experience in Block 10 of the SF254 shall not be more than five (5) years old. IN BLOCK 10 OF THE SF255, INCLUDE A SUMMARY OF QUALIFICATIONS IN NARRATIVE FORM DISCUSSING EACH OF THE ABOVE SELECTION EVALUATION CRITERIA. IF NECESSARY CONTINUE ON PLAIN BOND PAPER. The A-E firm and consultants selected for this contract will be required to perform throughout the contract term. The contract requires that the selected firm have on-line access to email via the Internet for exchange of correspondence/information. Notification of any postponements and any amendments to the solicitation will only be posted on this website. It is the sole responsibility of the bidder to continually view this website for any amendments made to the solicitation. Only firms responding to this announcement by 4:00 p.m. EST on the 30th day from the CBD publication date will be considered. Should this date fall on a weekend or holiday, the SF254s and SF255s will be due the first workday thereafter.
