- Description
- This Pre-Solicitation Notice is issued for the purpose of advising offerors of the Government's requirement for support in the areas of: Software Design, Development, Modeling, and Maintenance; Firmware Development (VxWorks, C programmed into EEPROMs, C++); Development of ICW/IMI for NAVMACS II/SMS (AN/SYQ-26V and 28(V)); Prototype Software Development and Integration of COTS/GOTS Systems; Technology Assessments; Configuration Management; Quality Assurance; and Training. Knowledge and experience is required with the following systems: NAVMACS II/SMS, DMS, DMDS, FDS, PAX, DII COE, PKI, IP Multicast (ISDS, ISNS, TIDS), OTCIXS (ON-143 V6/14) and TADIXS. In-depth knowledge of the following protocol specifications is required: AMP Client, AMP Server, CUDIXS, Mode 1, MMS Login, and RIXT. Experience in complex software development and LAN/extensive networking experience is required. Engineering analysis for software shall include the development of evolutionary modeling to simulate expected system performance. Modeling requirements shall include both high and low level analyses. Other modeling efforts shall entail predicting the performance of specific systems subject to external stimulus and the impact of hardware/software changes to existing communications network topologies. The requirements will include investigative work in new or emerging technologies and trade-off analyses associated with alternative and/or selected engineering approaches. These efforts shall include areas such as network systems, security (INFOSEC) assessment, and interface engineering. Performance of the work shall take place in the contractor's facility and in government laboratories and test facilities as specified on each individual task/delivery order. At the time of proposal submission a Secret Facility Clearance is required authorizing access, generation and storage of Secret material. The Government anticipates a potential level of effort of 768,000 hours over a 60-month period. This requirement requires a mix of higly skilled professional labor categories for which most require a PH.D degree in Engineering/Physics/Computer Science from an accredited educational institution. Typical labor categories may include: Principal Engineer/Scientist; Principal Communication Engineer; Principal Information Systems Engineer; Principal Sensor Engineer; Principal Instrumentation Engineer; Senior Engineer/Scientist; Senior Communication Engineer; Senior Information Systems Engineer; Senior Sensor Engineer; Senior Instrumentation Engineer; Engineer/Scientist II; Communication Engineer II; Information Systems Engineer II; Sensor Engineer II; Instrumentation Engineer II; Engineer/Scientist I; Junior Engineer/Scientist; Technician; Senior Program Manager; Technical/Logistics Support; and Secretary. Potential Sources Sought Synopsis, No 50F889 was issued on March 10, 2001 and was modified by Synopsis No. 50G3I1 issued on March 15, 2001 and a determination was made to issue this solicitation under Full and Open Competition Procedures. The size standard associated with the NAICS Code, 541330, is $20 Million. This announcement is a PRE-SOLICITATION NOTICE. A Cost-Plus-Fixed-Fee (with Ceiling Caps), Indefinite-Delivery, Indefinite Quantity (IDIQ), for a base year and four (one-year) option periods will be awarded.
