- Description
- This Pre-Solicitation Notice is issued for the purpose of advising offerors of the Government's requirement for systems engineering and technical support of various Department of Defense C4I systems. Solicitation, N65236-01-R-0851 will be issued under Full and Open Competition Procedures. This is NOT a follow-on requirement. This NEW requirement will encompass many new systems, initiatives and technologies in addition to supporting older existing systems. The purpose of this contract is to provide Space and Naval Warfare Systems Center Charleston with (1) Installation Maintenance, (2) Configuration Management, (3) Training Support (4) Program Management Support, and (5) Logistics Support to older existing systems. In addition to providing: (6) Systems Engineering: requires electrical and mechanical engineering services from conceptual and detailed design, through test and evaluation, production engineering and operational support, (7) Software Development of intersystem design, dependency and network centric relationships. Efforts require experience in Windows NT, Exchange Server, OSI model, TCP/IP, and various other Local Area Network protocols, topologies and interfaces, (8) Security Engineering: Effort requires knowledge not only of applications and programming but also of information security requirements, hardware and software compatibility and vulnerabilities. Engineering efforts require development of technical documentation to support DITSCAP, CAP, and SABI/TSABI processes required for certification and accreditation. (9) Test & Evaluation: Independent verification and validation testing performance measurement in relation to requirements, end-to-end compatibility, interoperability, and vulnerability testing at various Navy test facilities and virtual labs will be required. Testing includes stressing the physical and functional areas of systems to ensure performance parameters have been met. (10) Quality Assurance will be required for all facets of design, development, test, production break-in and operational support. (11) Material Control: Support of Direct Vendor Delivery (DVD) of various COTS/GOTS components used in C4I systems. Establishing procedures to support fleet customers, maintain item warranties, and maintain an accurate inventory is paramount. Technological advances such as automated scanning/bar coding with group user software will be implemented to keep relational databases up to date, provide for inventory accounting, and support reliability prediction and analysis. At the time of proposal submission, a Secret Facility Clearance is required authorizing access, generation and storage of Secret material. Personnel Qualifications -- the Government requires the contractor to provide highly skilled and experienced personnel in several specific disciplines for engineering and technical roles. The contractor must be familiar with the applicable C4I systems and subsystems and have the necessary experience and qualifications to perform the typical tasks that will be identified under individual Delivery/Task Orders. Potential Sources Sought Synopsis, No. 50F126, was issued on March 2, 2001 and a determination was made to issue this solicitation under Full and Open Competition Procedures. The size standard associated with the NAICS Code, 541330, is $20 Million. This announcement is a PRE-SOLICITATION NOTICE. A Cost-Plus-Fixed-Fee (with Ceiling Caps), Indefinite- Delivery, Indefinite Quantity (IDIQ), for a base year and four (one-year) option periods will be awarded.
