Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Alpha Omega Instruments Corporation Cumberland, RI. for the acquisition of twenty (20) Oxygen Monitors P/N 3622AS100-1. Required delivery is 26 July 2001. The item is a Commercial-Off-The-Shelf (COTS) Non-Developmental-Item (NDI) used in Intermediate and Organizational level maintenance for the V-22 aircraft. The Oxygen Monitor is used to observe a safe level of oxygen within a environment. A safe level of oxygen is considered to be 19.5% to 23.5%. The requirement is for an audible alarm to be automatically activated if oxygen levels are not within this range. The unit shall be provided with an internal buzzer, which broadcasts on audible alarm. The proposed acquisition is for an item for which the Government does not own specifications or drawings. The technical data and drawings for the Oxygen Monitor are proprietary to Alpha Omega Instruments. NAWCADLKE intends to procure this item under the authority of 10 U.S.C. 2304 (C) (1) as implemented in FAR 6.302-1. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. SEE NUMBERED Notes 22
