Description
The National Oceanic and Atmospheric Administration (NOAA), U. S. Department of Commerce has a requirement for an Unarmed Uniformed Protective Security force 24 hours a day, 7 days a week, for the physical protection of NOAA/DOC facilities. The facilities are located in the Silver Spring Metro Center (SSMC) Complex, Silver Spring, Maryland and the World Weather Building (WWB), Camp Springs, Maryland. The Silver Spring Metro Center complex encompasses three high Buildings located on East West Highway. The World Weather Building is located on Auth Place in Camp Springs, Maryland. The contractor shall furnish management, supervisory, administrative, professional, and technical trained personnel, training, uniforms equipment, materials and supplies necessary to provide routine and emergency protective and security support services. These include, but are not limited to unarmed security patrols, entrance control, personal escort duties, traffic and parking control, law and order duties and security and fire safety surveillance. The contractor will also be responsible for monitoring and responding to the facilities building security systems which include interior intrusion detection, entry access control systems, parking garage emergency situations, and closed circuit television surveillance systems. The SSMC Command Center (SCC) requires two (2) Security Officers (SO) to monitor the security systems. Of major importance within this area of responsibility is the need for highly qualified, highly skilled personnel working within these facilities, and providing daily deterrent against unauthorized illegal or potentially life threatening activities directed toward DOC employees, visitors information programs, property, and the like. The estimated manhours for the Silver Spring Metro Center Complex Shift Supervisor is 8,784, for the Program Manager the estimated hours are 2,268 and for the Guards the estimated hours are 103,694. The total estimated hours for combined labor categories for the World Weather Building are 23,382. The period of performance will be from October 1, 2001 through September 30, 2002 with four (4) one year options. The exercise of the options will be at the Governments discretion.
