- Description
- The General Services Administration (GSA) announces their intent to issue a Request for Proposal (RFP) for Construction Management (CM) Services for the New Annex and Renovation Project at the E. Barrett Prettyman U.S. Courthouse, 333 Constitution Avenue, NW, Washington, DC. The scope of the contract includes contract administration, scheduling and other construction phase services including testing and other miscellaneous services, and closeout services including claims support, if needed. The estimated construction cost range of the project is $100-$120 million with a four (4) year period of performance. The facility is being designed in metric units. GSA policies and procedures regarding construction apply to this project. One CM fixed priced contract will be awarded, subject to the availability of funds. The selection process will utilize source selection procedures in accordance with FAR 15.3. The selection process will use tradeoffs and technical/management factors are more important than price and price related factors. Offerors must demonstrate successful experience as a Prime Construction Management (CM) professional service contractor on at least one (1) similar project within the past eight (8) years. Similar project is defined as a project comparable in nature, type, and complexity meeting all of the following characteristics: (1) the project involved a new building or existing structure housing court and/or judicial related functions; and (2) the project required coordination with occupied space in an existing building or an adjacent building and/or a site related building to maintain operations during construction; and (3) the project involved requirements for noise control; and (4) the project involved a restricted site with limited space for material staging plus requirements for maintaining pedestrian and vehicular traffic flow around the site; and (5) the total project construction cost at award of the construction contract(s) was not less than $50 million. Proposals meeting this criteria will be reviewed and evaluated based on the following additional criteria: (1) Experience on Comparable Projects (40%) (2) Past Performance (35%): (3) Key Personnel (15%) and (4) CM Capabilities/Management Approach/Subcontracting Plan (10%). The selected CM firm shall establish a local presence, dedicated to this project, within the Washington, D.C. metro area within sixty days of contract signature. This solicitation is open to both small and large business firms. The small business size standard for the procurement (NAICS 233320) in accordance with FAR 19.1 is average _annual receipts_ of $27.5 million. Large business firms will be required to submit an acceptable Small Business Subcontracting Plan in accordance with the solicitation and FAR 52.219-9. GSA is committed to assuring that the maximum opportunity is provided to the small business community to participate in this contract. The RFP will be issued on or about June 11 and proposals will be due 30 days after issuance. Copies of the solicitation may be obtained electronically at http://www.fedbizopps.gov. The document name _instruction.doc_ contains instructions on all the electronic files posted. A pre-proposal conference is currently scheduled for June 29, 2001. Details about the conference will be issued in Section L of the RFP. This procurement is subject to the availability of funds in FY 2002.
