- Description
- Subject to final approval, the Inter-American Foundation through Bureau of the Public Debt intends to acquire, on a sole-source basis from Juan Carlos Rheineck, Peru, support services as follows: provide proposal development to provide information to prospective proponents about IAF guidelines, deadlines, and priorities in response to their requests and referrals from the IAF; provide basic information about the Foundation_s programs, experience, and priorities to interested parties in Peru in response to their requests; assist approximately ten (10) grassroots organizations and grassroots support organizations identified by the IAF to finalize their proposals for funding to adequately reflect their goals, base line data, expected results and plans for data collection as well as their capacity to meet IAF requirements; provide new Foundation grantees (approximately 10 projects) with a general orientation regarding the terms of the Foundation_s standard grant agreement, the Foundation_s requirements, and the Foundation_s standards for programmatic and financial reporting; provide Foundation grantees (approximately 21) with specific training in the use of methods and instruments to facilitate project planning, monitoring, and reporting using the Foundation_s Grassroots Development Framework and in meeting disbursement, administrative, legal, and reporting requirements of their Foundation grant agreements; visit grantees (approximately 21) to review project progress and provide any needed assistance; meet with grantees when they come to Lima; assist grantees in their communications with each other and with external partners (e.g. electronic, courier, telephone/fax, and personal meetings); in collaboration with the monitor contracted by the Foundation_s Evaluation and Dissemination (E&D Office), provide assistance to grantees to enable them to determine and utilize project results for project management and reporting purposes (Note: Pursuant to a separate agreement, the E&D monitor is responsible for completing and verifying results data); administer a training and technical assistance fund in an amount to be determined by the Foundation and Rheineck, which, with the Foundation_s prior written concurrence, will be used to contract consultants with specialized skills or knowledge to provide technical assistance to grantees and proponents, including technical assistance to enable them to establish linkages with other local development actors and perform pre-grant feasibility studies; to assist the Foundation in reviewing contracts for technical assistance, Rheineck will provide curricula vitae or organizational information regarding the contractors, a copy of the scope of work and a justification concerning the fee requested; fund cross-project visits and grantee meetings or workshops to share experiences and lessons learned; send grantee representatives to relevant conferences and meetings; support the publication of educational materials for grassroots development audiences; provide office space and equipment; maintain financial records of all financial transactions pursuant to the Cooperative Agreement and retain receipts that document such transactions. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for documentation will not be considered an affirmative response. If no affirmative written response is received by the close of business May 25, 2001, to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, a sole-source award will be made.
