Description
The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northeast Fisheries Support Center is issuing notice of intent to negotiate a sole source procurement with Woods Hole Oceanographic Institute to obtain meteorological data to be computerized to help in developing historical data streams required in the interpretation of the History of Marine Animal Populations (HMAP) Census of Marine Life data. The meteorological databases created would be compared to the earlier extractions of the oceanographic data to test oceanographic process models of the relationship between meteorological and oceanographic processes. Those process models would be used to infer historical oceanographic regimes, and that used to help interpret historical fishery data within HMAP. The work requires familiarity with historical data collected aboard lightships off the NE coast, including meterological and oceanographic data. The work also requires knowledge and experience with the specific formats and procedures that were used in recording the data originally, and that have been developed and used in computerizing some of those data in recent years. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by May 29, 2001. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
