- This presolicitation notice is issued by DOT/NHTSA headquarters for and on behalf of our field office, hence all inquiries/correspondence should be addressed to Ms. Robin Esser at the phone number and address provided. -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -- -The National Highway Traffic Safety Administration, Vehicle Research and Test Center (VRTC) requires a quantity of fifteen (15) three-axis load cells for use in a moving deformable barrier. The load cells will replace damaged units and allow for expansion of the barrier. The required load cells must be fully compatible with the existing load cells to assure consistent data accumulation. The requirements for the load cells are: 3-axis; Capacity Fx=Fy=Fz=25,000 lbs; Non-Linearity <= 0.5%, Hysteresis <= 0.5%, Repeatability <=0.25%, Cross-talk <=3% of rated output;Excitation Voltage required 5-20 V DC; Weight 6 lb; Fx, Fy stiffness 68,000,000 lbs/in; Fz stiffness 110,000,000 lbs/in; Dimensions 5.25"x5.75"x2.75"; bottom (0.88" thick) and top (0.87" thick) plates; Four 12-13-UNC through holes in both plates; Hole location 0.625" from each side (4" and 4.5" center to center); Axial integral 10 pin connector. They must be calibrated to conform to ANSI/NCSL Z540-1-1994. Delivery must be no later than August 15, 2001. The Government intends to negotiate a firm-fixed-price contract with PCB Piezotronics Inc. for the purchase of these load cells. This is not a Request for Proposal (RFP) nor is a RFP available. Interested parties believing they are capable of providing this requirement must respond to this notice in writing within fifteen (15) days after its appearance in the CBD. Interested parties must demonstrate proven capability to provide the load cells and show full compatibility with existing load cells used in the VRTC deformable barrier. A determination not to compete this proposed procurement is solely within the discretion of the government. In the absence of responses within the specified time herein, negotiations on a sole source basis will commence with PCB Piezotronics, Inc. *****
