Description
The U.S. Army Intelligence and Security Command has a requirement (base year and four one-year options) for the continuation of the National Target/Threat Signature Data System (NTSDS). Acquisition will be conducted under full and open, negotiated procedures. The NTSDS migration system is the Intelligence Community system for the archival management and dissemination of target/threat signature data. The NTSDS links the DoD's geographically dispersed target/threat signature data holdings into a unified federated/distributed national system through which users can electronically locate and optionally retrieve signature data and other related information. The NTSDS consists of a number of distinct system components that provide a comprehensive set of services for both Data Centers (who must maintain and manage large volumes of diverse signature data) and users (who need to access & use these data). Key components of the system are the NTSDS Database Access Capabilities (Argus and the web-based Virtual Information Access or Web-VIA), the National Signature Data Directory (NSDD), and the Virtual National Signature Data Center (VNSDC). Argus, which is based on the client/server architecture, was the original NTSDS database application and has been implemented at a majority of the Data Centers. Web-VIA is being developed as a pilot application utilizing Oracle Application Server software to access signature data. When certification testing is completed, Web-VIA will replace Argus. During this transition process, both applications will be available for NTSDS database access. The NTSDS Database Access Capabilities consist of versatile software applications (Argus and Web-VIA) for the storage, retrieval, analysis, visualization, and management of signature data, descriptive information and commentary. The applications are specifically designed to support distributed, asynchronous operation of non-homogeneous databases containing a broad range of multi-spectral signature data. The modular architecture of Argus and Web-VIA effectively integrates a variety of commercial-off-the-shelf (COTS), Government-off-the-shelf (GOTS), and public domain software. Argus and Web-VIA work in conjunction with relational database management systems (Oracle-based) at the individual NTSDS Data Centers and enable each Data Center to maintain, manage and control their own metadata index and data files. The following is a list of some of the requirements to be performed: Modify Database Access Capability Software. Support Site Software Installation. Process and enter signature data into the Data Centers' NTSDS databases. Provide training as required for the individual components of the NTSDS. Maintain the NTSDS Database Access Capabilities and NSDD to correct any problems encountered with their operation. Support and maintain the current stand-alone National Signature Data Directory (NSDD) authoring tool, in place and used at the data centers. Develop and implement enhancements to the NSDD, including (but not limited to) the ability to automatically generate the signature leaf pages for the NSDD directly from the NTSDS databases at a Data Center. Implement World Wide Web (WWW) tools to support functions required by the NTSDS. Keep abreast of developments in all applicable fields, to include (but not limited to) RDBMS technology, data mining and search techniques, WWW technology, communications technology, and hardware performance improvements of an incremental or breakthrough nature. Provide support to data calls and other DoD requirements placed upon the NTSDS Program by the DMB, the NTSDS Configuration Management Board, the Central MASINT Organization, and other DoD organizations. Support to Independent Testing. Support the demonstration of the NTSDS to various groups and organizations both CONUS and OCONUS. Design, develop, implement, test and install management tools, not yet determined, to allow input of data into the NTSDS database in support of the NTSDS community. Design, develop, implement, test and install signature data filters, not yet determined, as required, to allow input of data into the NTSDS database in support of the NTSDS community. Design, develop, implement, test and install mathematical models, not yet determined, as required, to allow input of data into the NTSDS database in support of the NTSDS community. Design, develop, implement, test and install mathematical tools, not yet determined, to allow input of data into the NTSDS database in support of the NTSDS community. Design, develop, implement, test and install project management tools, not yet determined, in support of the NTSDS PMO in the management of the NTSDS. Proposed personnel must possess a Top Secret clearance based on a Single Scope Background Investigation (SSBI) and have access adjudicated under DCID/1-14 criteria by contract award.
