Description
The U.S. Geological Survey, (USGS) Water Resources Division, 10615 SE Cherry Blossom Drive, Portland, OR 97216, intends to negotiate on a sole source basis with Stuart W. Mckenzie, independent consultant, Gresham, Oregon, under the authority of FAR 6.302.1. The proposed contract is for non-personal services requiring the development of a data base describing the quantity of pesticides applied in the Yakima Basin during the 1999 and 2000 growing seasons. Applications include those to: agricultural lands, federal highways, county roads and property, and irrigation networks. Quantities are based on actual estimates of usage from consultation with agro-chemical companies, local conservation districts, Washington State University agricultural-experiment station staff, and local farmers. All references and documentation in support of the data base development are to be provided to Yakima National Water Quality Assessment (NAWQA) staff as meta data. The proposed contract also involves the development of relational plots and figures examining the fecal coliform, E. Coli, and enterococcus fecal-indicator bacteria associations with stream discharge, suspended sediment, turbidity for the July and October samplings. Compare the July and October bacteria samplings with bacteria data collected by the Roza Board of Joint Control. Conduct a preliminary review of nutrient, suspended sediment, and pesticide data collected during the June, July and October 2000 samplings in the Yakima River Basin. Assess quality assurance/quality control of Yakima NAWQA sample blanks, spikes, replicates, as well as data from co-samplings between USGS and local water quality agencies. Prepare an excel worksheet summarizing the quality of the data sets. This contract is for one base year with two one-year options. THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.
