Description

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. The Wiesbaden Contracting Center, Germany, intends to procure spill containment systems, consisting of berms, trackbelts and groundmats. The solicitation number is DAJA22-01-Q-0142 and the solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. 3. The solicitation schedule is as follows: 0001: 4 ea. berm, 12' x 30', for TPU, model # BCI-XR-034. 0002: 4 ea. berm, 12' x 26', for Pod, model # BCI-XR-036. 0003: 4 sets trackbelts, 3' x 30', for TPU, model # BCI-TB-034. 0004: 4 sets trackbelts, 3' x 26', for Pod, model # BCI-TB-036. 0005: 4 sets groundmat, 6' x 30', for TPU, model # BCI-GM-034. 0006: 4 sets groundmat, 6' x 26', for Pod, model # BCI-GM-036. 0007: 30 ea. small berms for fuel cans, for site protection, 4' x 4' x 8", model Sentry Lite. The equipment offered should be the model numbers from Basic Concepts Inc., OR EQUAL. Equal offers must be accompanied by an adequate technical description and must meet the following requirements: a) one-piece construction. b) small folded size to accommodate space available of 3' x 6'. c) weight not exceeding 150 lbs so that one person can handle in case of emergency. d) PVC coated polyester for durability against wear and tear. e) must be compatible with JP-8 and Mogas. Warranty period shall be minimum 12 months. Delivery point is FOB destination,final place of delivery is Darmstadt, Germany. Delivery time shall be stated in offer. The following provisions apply: a) 52.212-1, Instructions to Offerors -- Commercial Items, b) 52.212-3, Offerors Representations and Certifications -- Commercial Items, Offerors shall include a completed copy of this provision. c) 52.212-4, Contract Terms and Conditions -- Commercial Items, d) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, e) 52.211-6, Brand Name or Equal. In addition, the following FAR clauses at paragraph (b) are incorporated into this solicitation: 52.203-6, Restriction on Subcontractor Sales to the Government, 52.222-26, Equal Opportunity. 5.
