- Pre-Solicitation Notice for the Nebraska National Guard, Lincoln, Nebraska is soliciting proposals for multi-discipline, multiple-year maintenance, repair and construction Task Order Contract(s) (TOC) as stated in NGFARs 16.500 (S-100) per FAR 16.504. Multiple awards shall be made. General Contractors are being solicited under this procurement. Task orders shall be awarded to TOC contractors based on the low competitive price, or a combination of price and other factors (best value judgments) in accordance with FAR 16.505. Task Orders may be issued for a period of one (1) calendar year from date of contract award, with the Government's option to extend the basic contract annually for four (4) additional periods. Each additional year is considered for evaluation purposes of the proposals as per FAR 5.202 and 17.207. Awards shall not exceed a cumulative amount of $2.5 million to any one contractor over the entire 5 year period; and an individual task order shall not exceed $500,000 (Five Hundred Thousand Dollars). Source selection procedures in accordance with FAR Part 15.101 shall be utilized to award the basic TOC for all contractors. Significant evaluation criteria for the basic contract in descending order of importance are: (1) Past Performance/ Company Experience; (2) Capability of the company; (3)Technical Management. Contractors shall be required to submit a technical proposal and a price proposal. Any package received without both submittals shall be considered non-responsive and rejected. The price proposal shall be used for evaluation purposes to determine the contractor's ability to provide a fair and reasonable price for work to be completed. It is anticipated the solicitation will be available for distribution on or about June 21, 2001. No telephone requests for the solicitation shall be accepted. All responsible sources may submit a proposal which shall be considered. This procurement is considered "UNRESTRICTED". The North American Industry Classification System (NAISC) Code standard is 233310 and 233320, http://www.census.gov/epcd/www/naics.html. All contractors are put on notice that FAR 19.702 will apply to this procurement. Contractors that fall within the requirements of FAR19.702 shall be required to submit a subcontracting plan as directed per FAR 19.705, DFARs 19.704 and AFARs 19.704. The subcontracting plan is required to meet the goals as established by the DoD Agency. The plan shall be required to be submitted within Ten (10) calendar days after written or faxed notice by the Contracting Office of the requirement.*****
